Warden of the Zāgros

The title of Warden belongs to representatives of the Zāgros — the rugged mountain regions lying outside the formal structure of the Accord. Where most federations speak through First Voices and Whispers, the Zāgros are represented by Wardens, chosen not to rule but to safeguard the interests of autonomous peoples. The title emphasizes guardianship rather than authority: a Warden does not command a federation, but they speak as custodians of memory, land, and balance for those who live in the Wilds.

Unlike the carefully cultivated system of Whispers and Voices, Wardens are chosen through local custom — a process that differs from valley to valley. Some are nominated by councils of elders, others by guilds of hunters, herders, or riverfolk. What unites them is recognition of integrity and endurance: Wardens are expected to embody resilience in harsh landscapes, and to carry the trust of communities whose independence is fiercely guarded. Because of this, there may be three or more with the formal title of Warden active at any time, each reflecting the diversity of the Zāgros but bound by the duty to appear together in the Accord’s assemblies.

Wardens do not act as Whispers or ascend to the position of First Voice. Instead, they function as a collective presence, balancing one another as much as representing their people.
