The Covenant of Adjudication
With so vast a fellowship came dispute, and with dispute, the need for fair judgment. The Covenant of Adjudication created a body of interpreters — adjudicators drawn from every federation — tasked with applying the laws of the Accord without favor or creed.
This covenant transformed justice from punishment into restoration. It replaced vengeance with dialogue, and authority with interpretation. Through it, conflicts between peoples could be resolved without breaking the bonds of cooperation that held them together.
The Covenant of Adjudication remains one of Koina’s quiet triumphs: a system where law listens before it speaks, and where correction is a form of renewal. It ensured that the Accord could adapt to each new age without losing its soul.
