The Expansion Accord
As Koina’s influence crossed oceans and deserts, the early federations faced the challenge of scale. The Expansion Accord provided the framework for integration without dilution. It allowed new territories to join under proportional representation, balancing local custom with federative law.
This accord codified the process of admission and withdrawal, guaranteeing that growth would occur only by mutual consent. It required cultural equivalence rather than obedience: newcomers had to demonstrate civic readiness, not religious conformity.
Through it, Koina expanded from a continental to a planetary fellowship, absorbing diversity without losing identity. The Expansion Accord ensured that every addition strengthened the whole — that the Accord would grow not as an empire, but as an ecosystem.
