Preamble
As the twenty-first century dawned, the world stood at once more connected and more fragile than ever before. The rivers of knowledge, widened by communication and technology, now flowed through digital currents, linking voices across continents in an instant. Yet the earth itself showed strain: ice retreating, seas rising, forests thinning, and climates shifting beyond memory. In this age, the Council asked: how shall Koina preserve not only wisdom and invention, but the very ground upon which wisdom stands? The Modern Accord was thus declared, to bind together preservation of knowledge, culture, and planet into a single, inseparable charge.Article I – On Climate Responsibility
It is agreed that the stewardship of earth and sky is no longer a matter of choice but survival. Each cooperative shall be accountable for its share of emissions, harvests, and extractions. Agreements on reduction and restoration are binding, with progress reported to the Council in open record. Reforestation, renewable energy, and restoration of waters are declared global priorities, to be pursued not as burdens but as duties owed to future generations.Article II – On the Integration of Zāgros
The Council affirms that the regions known as Zāgros, though not bound by governance, hold immeasurable ecological and cultural value. These wild frontiers shall remain autonomous, but are recognized as guardians of planetary balance. Their peoples shall be consulted, not compelled, in all decisions affecting their lands. In turn, all cooperatives pledge to protect the sanctity of Zāgros, recognizing that its forests, tundras, deserts, and rivers are as vital to Koina as its libraries and sanctuaries.Article III – On the Digital Knowledge Commons
The preservation of wisdom has entered a new age. It is agreed that knowledge in digital form shall be safeguarded in redundant, distributed repositories accessible to all. No cooperative shall restrict access to discoveries or histories by digital barrier. The Koina Digital Commons shall be maintained collectively, ensuring that even should one server or city fall, memory endures. As machines grow more capable, humanity must grow more humane. It is agreed that technology shall serve as a tool of enrichment, not of surveillance or domination. Systems of automation and intelligence shall be guided by transparency, accountability, and the rights of the individual. In recognition of pandemics, disasters, and crises that know no border, the Council affirms its role as a forum of solidarity. Rapid communication networks, Houses of Healing, and shared scientific councils shall respond to global threats as one body. No cooperative shall withhold cures, data, or assistance when the life of humanity is imperiled.
