The Communication Accord
The Communication Accord arose in the age of rediscovery, when distant federations had grown apart through time and translation. Knowledge traveled slower than rumor, and unity risked becoming myth. The Accord established universal standards of language, education, and archival preservation across the federations.
It created the League of Translators and the first planetary script — not to erase tongues, but to ensure comprehension between them. Through these measures, the federations regained shared memory, rebuilding intellectual bridges long weathered by isolation.
The Communication Accord made dialogue itself a civic right. It bound Koina not by blood or proximity, but by the constant exchange of understanding.

Preamble
In the centuries following The Environmental Accord, the world grew smaller. Caravans no longer carried wisdom alone; ships with great sails bore messages across seas, and the craft of ink and press multiplied words faster than any scribe’s hand. Yet as voices multiplied, so too did the dangers of silence: hoarded knowledge, fractured tongues, and the loss of meaning across distance. The Council asked: if knowledge is sacred, must not its sharing be as sacred as its keeping? To this end, the Communication Accord was set forth, that wisdom might flow unhindered between the peoples of Koina.Article I – On the Free Flow of Knowledge
It is agreed that no cooperative shall hoard discoveries, sciences, or philosophies for its own gain alone. Knowledge belongs first to those who create it, but its preservation demands its sharing. Every book, device, and doctrine that touches the common inheritance of humanity shall be copied, translated, and transmitted to the repositories of other cooperatives. To conceal is to imperil; to share is to safeguard.Article II – On the Common Script and Tongues
While every people shall keep its own language and traditions, the Accord establishes a lingua communa for the exchange of scholarship, trade, and law. This shared tongue shall not erase native voices but serve as a bridge across them, ensuring that no wisdom is lost in silence. Scholars shall be trained in both their mother tongue and the lingua communa, so that knowledge may cross borders without distortion.Article III – On the Sanctuaries of Learning
In every cooperative, Houses of Knowledge shall be established, open to all peoples. These Houses shall serve as libraries, academies, and forums where ideas may be preserved, debated, and taught. They are to be maintained not by one polity alone but through shared funding and oversight by the Council. Within their walls, all peoples are equal, and no creed or custom may exclude another from access.Article IV – On the Standards of Transmission
It is agreed that the copying of texts, the casting of type, and the recording of discoveries shall follow shared standards, so that what is preserved in one land may be read and understood in another without confusion. Calendars shall be reconciled for the purposes of scholarship, timekeeping, and trade. In this way, the Accord ensures that wisdom does not fragment with distance, but remains whole across the earth.Article V – On the Duty of Messengers and Couriers
Messengers, scribes, and couriers are to be regarded as servants of the Accord, bearing the same protections as healers and scholars. To harm them, obstruct them, or defile the messages they carry is to strike at the lifeblood of Koina itself. To honor them is to honor the flow of knowledge, for they are the threads that bind the world together.Closing
So the peoples of Koina declared that memory is not enough if it is hoarded in silence. By the Communication Accord, the world became a woven fabric of voices, where a discovery in one land might enrich another in a single season, and where no single creed or custom could choke the flow of truth. The rivers of wisdom, once narrow, now ran wide, binding the earth not only by covenant but by speech, script, and shared remembrance.
