The Accord ceased to be a defensive alliance and became a living ethic: every benefit carried the weight of shared duty.   By aligning liberty with accountability, the Charter ensured Koina’s endurance. It taught that to act freely is to act responsibly — that fellowship is not a condition granted, but a discipline maintained.
