Docks

Port Kolin's Docks are a bustling hive of activity at all hours, with ships arriving to either unload their cargo or pick up goods to be sold elsewhere, overseen by the very capable Port Shrieve, Celiran Loa. Celiran's team register the arrivals and departures and logs and taxes the incoming trade. There are always attempts at smuggling and avoidance of the port tax, but this is expensive as Celiran comes down hard on any of their teams that they catch helping, so bribes are proportionally high.
The Docks comprise the band of land around the harbour mouth, with the Low Markets to the west, West Spindles to the east and the Grand Bizarre North. There are very few buildings here that are not warehouses or converted warehouses. There are several shipwrights working directly out of such conversions, offering repairs of damage or fixing up ageing ships, or for the right price, construction of entirely new ships, using the famed know-how of Bretawald.
Within the harbour wall and number of sewer outlets empty into the bay, these opening sealed with heavy bars of iron set into the stoneswork of the sewer mouth itself, but if you know the right person, it is said for the right price some of these grates are not as fixed as at first iit might seem.

Defences

The mouth of the harbour is defended by two colossal forts, equipped with a range of specialised weaponry designed for both the rapid scuttling of a ship or repelling ground forces. The bases of the forts are also equipped with lauches for sloops equipped for speed and ship to ship combat.
the harbour wall that extends out from each fort also has enormous adamantite chains that join then, that in peace times lie on the sea bed, but can be triggered to rise up between the ends of the harbour wall, effectivly sealing the harbour.

Infrastructure

The harbour front consists of a high wall allowing large trading ships to be moored, punctuated with slipways of varying sizes, some to launch the smaller boats used to help navigate large frigates, some designed to manage with the largest ships constructed by the famed Bretawald shipwright. At the river mouth, two large skyship mooring towers are festooned with cranes to allow the unloading of these newest trade vessels. There are also skyship moors on each of the forts, usually occupied by the Bretawald's navy frigates, designed and equipped for combat.
The harbour is ringed by large tax warehouses, with cranes situated between them, so goods unloaded from vessels arriving can be placed in one of these gigantic storage areas to be checked and appropriate taxes levied before being moved into the warehouses owned by the various trade consortiums in the rear of the Docks.

Guilds and Factions

The thieves' guild The Scuttlers operate out of the docks; they control most of the secret ways from the docks and into the sewers and make a tidy profit smuggling both into and out of the city.
  The Longshores under Celiran's command deal with loading and unloading trade goods and calculating the port tax owed to the city. They are by and large fair, as Celiran is honest, though Sharpe of mind and wit, but there are those under his command who are less scrupulous and they operate a second smuggling operation, though much more expensive than the Scuttlers; they have the advantage that as Shores they won't be investigated for being about the docks at odd times. Celiran suspects something is going on but lacks sufficient proof of who's running the racket, although this state of affairs will certainly change soon.
  It is also said that the Wilted Rose are attempting to gain a foot hold in Port Kolin, starting in the Docks, how true this is, is yet to be seen.
