Villas
Located by the southwest city gate, Villas is a district of affluent and influential citizens of Port Kolin; the buildings are spacious and multistoried, often with walled gardens, and the streets are heavily planted with a wide array of trees, many of which are aromatic at different points of the year. This has been done to both reduce the temperature of the streets during the day and to mask the less pleasant aromas from the wider city.
Patrols of the Crimson Guard are regular, very visible, and often larger than is entirly required for the district, the city council's reasoning is that the shear number of valuable items that can be found in the residences needs this heightened deterrent.
Over the generations, the residents of Villas have developed a very elaborate system of etiquette, from how they greet each other in the street to when invitations should be sent for social gatherings. All aspects of daily life are governed by this system of etiquette, making it very obvious when a person has not been raised in Villas. Affordances are given to the diplomats of other nations, and the occasional visiting noble from out of the city, but those attempting to move into Villas will find themselves socially ostracised until an acceptable level of decorum is attained. There have been some notable instances over the years of people attempting to learn enough to get by, to pass themselves off as a resident of the Villas, but they have always been called out by the actual residents of the district for missing nuanced yet important parts of etiquette.
Many of the families in Villas sponsor promising artists as part of the expectations of their social standing, putting on displays of their most promising works or paying for theatre productions of the most fashionable plays. There is a great deal of excitement and concern over the lastest exhibition of art to be displayed; it is rumoured to be an expression on the phemonina of the Risen.
It has long been rumoured that the families in Villas are members of a secret order, manipulating politics and economies to ensure they remain wealthy and in positions of power, but recently it has been whispered they are gathering for a grand council to address the military and political threats to Bretawald and more importantly Port Kolin. The rumour is they will make Port Kolin an independent city-state, no longer Bretawalds coffer, paying for conflicts that they are no part of. LOCATIONS:
