Report: The New Government of Lille

Objective
Explain the working of the New Government of Lille's Camp to all Lillois
  Background
As more than 99% of the population of France died when the Mist suddenly appeared, our country's government was wiped out. To face the challenges of monsters trying to kill us, all modern technologies not working anymore, and supply being scattered all over the countryside, a new emergency government was form in Lille by the people with the best competence to help organise our survival and defences against the Mist.

Working of the New Government

Pre-consitution:
  • The Triumvirate is all powerful, as this is an emergency situation and a time of war.
  • The Triumvirate directly takes all decisions regarding defence and the fight against the Mist.
  • Powers are delegated to ministers who are handed specific tasks by the Triumvirate (the organisation of all survivors, distribution of supply, medicine...), and they have to answer to the Triumvirate.
  • Guarantees have been given to the Lillois by the Triumvirate that all citizens will be protected against the Mist regardless of their usefulness level for the Survivor Camp (protection for the disabled, the elderly and children).
  • All ressources are pooled and shared by the New Government fairly between all survivors using quotas. While the retaining personal belonging is allowed, hoarding of new ressources is forbidden (especially food, clothes and weapons gathered from abandoned shops and industries).

    Post-constitution:
  • A constitution will be written by the triumvirate and voted by all Lillois citizens once the Emergency Situation and War are over.
  • The Triumvirate will keep their current position (Minister of Research, Minister of Defence, Minister of Foreign Affaires). They will have the final decision in anything relating to defence and the fight against the Mist. They will also have a veto on all other decisions of the New Government.
  • The rest of the New Government will be elected by all adult Lillois survivors, with electors dividing into voting groups depending on their current occupations in Lille.
  • The Constitution will limits the power of the New Government, define the role of each of its members, and impose basic rules the new laws will have to follow (human rights, treatment of contaminated individuals, guaranteed protections of all citizens against the Mist, who are the citizens...)

  • Composition of the New Government

  • Leaders of the New Government: Triumvirate (i.e., Anne-Line Decroix, Colonel Pierre de Surmont and Heather Latham) (assuming the function of First Ministers until the emergency situation is over and elections can be held)
  • Minister of Research: Anne-Line Decroix (studying the Mist and creating weapons and shields to fight back against the Mist monsters)
  • Minister of Defence: Colonel Pierre de Surmont (protecting the Lillois against the Mist monsters)
  • Minister of Foreign Affaires and Spokesperson of the New Government: Heather Latham (diplomacy with other survivor groups and convincing the Lillois to follow the decisions of the New Government)
  • Interior Minister: Aristide Decroix (allocations of ressources and day to to governance)
  • Minister of Health: Marie-Françoise Decroix (organise medical care, lead the medical team, organise training in emergency medicine)
  • Minister of Supply: Leader of Supply Recovery (recovery of supply from outside of the city)
  • Minister of Reconstruction: Jean Vasseur (building of defensive structures and infrastructure)

  • Conclusion

    The working of our New Government has proven its worth by ensuring the survival of the largest group of people in what is left of Europe and by ensuring that we are the worldwide leader in the research into the Mist and Mist monsters.
      Despite what the Parisians are saying, we are not tyrans but a very successful and popular government, and we will not succumb to their threats and let a handful of foreign actors destabilise us.
      We thank all Lillois for the trust they have placed in us, and we promise them that we will continue to guarantee their survival and do our best to allow our nation to thrive once again.
