  Background
When the Mist first appear, it sipped through faults in our reality. and contaminated us, killing most of humanity Soon afterwards came the Mist monsters to finish what was left of us.

What are monsters

They are creature of the Mist. Most are amorphous and can change shape, although they usually do so away from our eyes.

 

Dangers: They are incredibly aggressive towards humanity and animals, and although they can eat the people they catch, they do not appear to need sustenance to survive. They can cause Mist contamination, with risk increasing depending ono length of time someone stay close to them (especially if the monsters carry a lot of Mist), being touched by one, being injured by one (as the injury will carry their Mist signature until it is fully heal - which cannot happen unless someone with stronger will impose it ont the monster's Mist).

 

Abilities: They have Mist abilities similar to ours. Among these are Emotion Manipulation, which manifests in the trigger of a sense of dread in their prey and in thoughts and emotion sensing, both these of their prey and each other. The result can appear as some form of mental communication with each other, and it means that if a trap is used against one monster, others will not fall from it.

General considerations

Mist monsters are classified by their danger level, which is recognise by the abilities they manifest. A monster of a certain level possess all abilities of lower level plus those of its won. Monsters of a higher level also have a stronger will, which allows them to beat the Mist abilities of weaker monster or humans.

 

Classification

Level 1 - Feral: Look like normal, pre-Mist animals who got rabies. They are stronger, faster, and more aggressive than the animals they look like, and are likely to have sensitive organs in different locations than expected.

 

Level 2 - Alien: Look like like sci-fi and fantasy monsters—sometimes literally, with Aliens being their favourite. They are definitely not from Earth and can have weird biological characteristics like acid blood, but they have no Mist abilities.

 

Level 3 - Dust: They are clearly creature from the Mist, but with weak reasoning and weak Mist abilities that do not expand beyond some light telekinesis (over small objects only) and heat generation.

 

Level 4 - Speck: With low-moderate Mist abilities manifesting as weak emotion manipulation, allowing them to sense prey and to generate a feeling of dread in them. Malicious and able to set trap, but unlikely to know how to anticipate and face new threats.

 

Level 5 - Ghost: Can bend the law of physics, but this requires time and effort and the effects are limited. Examples of abilities: flight, control of thunder, and telekinesis control over heavy weights (measured in tons) but not over entire buildings. Able to formulate plans of moderate complexity and to reorganised when face with new threats.

 

Level 6 - Wraith: With strong emotion manipulation, allowing them to sense people's thoughts and feelings. Can effortlessly bend all laws of physics and crush the will of anyone with Mist abilities. Extremely intelligent and able to formulate intricate and long-terms plans to infiltrate and destroy survivor groups.

 

Level 7 - Shade: Eldritch Horrors. You will recognise them by how paralyse you are in their presence and how your very mind start to liquefy itself. By then, it is already too late.

 

Shades are likely the ones who broke whatever protection was around Earth to create world faults and let the Mist sip through and poisonous us. They do not have a mind and reasoning that is understandable by human standards, and we should not attempt to humanised their motives. The only thing we can conclude is that they are not interesting in killing us all immediately but that they are not delicate and interested enough in ensuring that they do not do that accidentally anyway.

 

The only person to have survive an encounter with Shades are Consul Anne-Line Decroix and Augustin Decroix (although he was unconscious at the time). Both received injuries at this occasion that have shown no sign of healing.

Confrontation procedures

For civilians

1) Trigger the Mist alert.
  2) Run away and leave the trained battalions take care of the monsters. If unable to escape, create a ward or shield and stay put no matter what you see or what hallucinations the Mist trigger. If the monsters attempt to speak with you, DO NOT ENGANGE UNDER ANY CIRCUMSTANCES!

For military personnel

1) Trigger the Mist alert.
  2) Identify the classification level of the creature in order to activate the appropriate protocole.
  3) If your battalion is being sent against the Mist, priorities are always a) to ensure the survivals of all humans, b) avoiding all Mist contamination, c) containment of the monsters and anomalies generated by the Mist, d) destruction of the monsters and anomalies, e) purification of the environment and objects left behind.

Conclusion

A slow and steady approach is always necessary against Mist monsters to avoid any risk of contamination and of making the situation far worse than it already is.
  Capturing any monsters should only ever been attempted under extremely tightly controlled circumstances and after very explicit approval from the Triumvirate.
  The cunning and duplicity of Mist monsters should never be underestimated.
