The Scrapyard

Located at the heart of the Scrapped Scrubland and built around a mountain of seemingly endless junk, the Scrapyard is a haven of criminals and outcasts seeking a life they can build for themselves.

Government

The Scrapyard is an Anarcho-Communist society built around the central idea that one should take what they need but should also seek to give as is considered fair. Citizens work together to ensure their needs are met and trade in goods and favors to get what they need to survive. There is an expectation that everyone will contribute as much as they are able in whatever way they can; however, in cases where one is unable to contribute (typically for medical reasons) they are still taken care of as part of the community.

Despite lack of a formal government, most of the citizens look to the Founders, Sandy and Sandy, for advice on matteers of resolving conflicts that require a third party. The pair insist they are not any sort of formal leadership, but happily provide the settlement and its citizens with guidance and assistance.

The Yard has two widely agreed-upon laws:

  • Give and Take

Taking without giving anything in return is probably considered the highest of taboos in the Yard. Residents are expected to put in as much effort as they are receiving in whatever way they can. Stealing, in particular, is an absolute no-no and is met with one of the highest punishments: immediate expulsion.

  • Consensual Violence

All violence within Yard walls must have consent from both parties and falls within Give and Take rules regarding death and collateral damage. Duels are not uncommon ways to solve disputes, but are seldom lethal or even particularly bloody (as significant injuries require the dealer to offer trade/service to the Yard's medical center to make up for the work and materials used to treat the injured individual).

Defences

The city is walled by metal and concrete structures with heavy gates to keep out troublemakers such as bounty hunters or members of the various nomad tribes seeking to cause problems. It's manned by the Scrap Guard twenty-four seven. Positioned along the wall at regular intervals are large and clunky weapons, designed more for deterrence and vehicle damage than for any real harm.

Surrounding the wall is a massive ditch, serving as a dry moat. This moat floods during the storm season and is connected to the drainage network.

Industry & Trade

Because the Yard thrives on being self-sufficient in many respects, it contains a large amount of individuals skilled in various crafts and capabilities. The presence of the Junk Mountain and everything it is capable of providing means that the Yard consistently has goods that may be useful to outsiders.

Sandy and Sandy regularly take their Travel Truck, a mobile workshop and hauler, across the greater Outlands to offer their services in exchange for items that are more difficult for the Yard to obtain. Occasionally, they will bring other Yard citizens with them to widen the services they are capable of offering. The pair tend to come back with food, cloth, and magical/technological materials.

Infrastructure

Given the nature of the Scrubland, infrastructure is one of the higher priorities of the Yard. This includes a series of wells that reach down into the underground aquaphors for water access, grey water recycling systems in settlement housing, an extensive sewage system, and drainage systems to combat the frequent flooding during the Storm Season.

A large greenhouse helps to supplement the foragers/hunters in the goal of providing food to residents. It is not enough to sustain the settlement on its own, but it helps.

Windmills and steam generators provide power to the settlement.

Paved roadways within the settlement walls provide easy access for vehicles coming to/from the Big Garage and out into the Scrublands. The surrounding packed dirt roads are a secondary project for improved travel outside of the town walls.

A set of radio towers both inside and outside the settlement work to scramble and disrupt communications from NeoCity.

Assets

At the core of the Town lies a massive pile of 'Junk' that dwarfs even the town's tallest structure. It is rumored that the pile can provide anything a person needs and that it is incapable of running out.

Guilds and Factions

The Administrative Department

Headed by Mnemon Fei Lin, this clerical guild manages all of the underpinnings of the Yard's society from census data, to budgetary concerns, to citizen grievances. The members of this guild are those who genuinely enjoy combing through and sorting out data or surveying their friends and neighbors. This group is so highly valued that Mnemon is looked to in the event a crisis occurs while the Sandies are out of town.

The Big Garage

This jovial group of mechanics also happen to be halfway decent musicians. While they mostly deal in cars and other vehicles, the Garages are frequently called in to fix just about anything. When they're not working, they're writing songs and jamming out; occasionally performing live wherever they can set up in town.

The Scrap Guard

The closest thing the Yard has to a formal military, the Scrap Guard have tasked themselves with the defense of the town and its people. Headed by Hawk, a no-nonsense battlemaster, this militia trains to fight off Nomads, Monsters, and NeoCity Bounty Hunters. Many members also utilize their skills in building and maintaing the town's standing defences such as the moat, the walls, and the ballistae.

Points of interest

The Big Garage

Run by the guild of the same name, this large building is home to many of the town's vehicles and acts as storage and as a repair workshop. The building itself pre-dates the town and is far larger than anything anyone in town could hope to drive.

The Junk Pile

The crown jewel at the center of town, this massive mountain of seemingly endless junk provides the citizens of the Yard with whatever they might need. Much of the town is said to have been built from the pile, and it never appears to get any smaller. Visitors are encouraged to take from the pile, should it help them find what they are seeking in their lives. Be advised, however, that the Scrap Guard has rules in place against taking too much at once.

The Greenhouse

Tucked away in a corner is Sandy's pet project: The Greenhouse. This large multi-tiered building is made entirely of recycled glass and metal and hosts the community Garden as well as Sandy's plant experiments. Despite its footprint, it's impossible to sustain the Junkyard on these fruits and veggies alone, but it's a nice place to go for a safe slice of nature.

The Flea Market

Named for it's originator, a Goblin by the name of "Flea Biggly" this marketplace is a hodgepodge of stalls, tents, and tables designed to help folks trade for just what they need among their fellow residents.
