The Ministry of Sorcerous Affairs (MoSA) is the Sapphire Empire’s newest bureaucratic institution, formed in direct response to the rising need for comprehensive magical oversight following unification. Its core mandate is to monitor, regulate, and integrate individuals capable of manipulating the Weave. Designed not only as a classification and enforcement body, MoSA also ensures that magical citizens are properly documented, their talents appropriately harnessed, and their risks effectively mitigated.   MoSA is best known to the public through the Department of Magical Classification (DMC) and the Registry of Sorcerous Entities (RSE), both of which determine the legal standing and societal role of any known caster. It plays a critical role in upholding the Sorcerer Classification and Integration Decree, especially through the deployment of the Arcanum Enforcement Unit (AEU), which enforces compliance among magic users. Trained individuals are routed into sanctioned posts by the Sorcerer Integration Corps (SIC), allowing the Empire to both utilize and contain magical influence.

Structure

The Ministry of Sorcerous Affairs functions as a tiered administrative body under direct imperial oversight, tasked with maintaining magical order throughout the Empire. It is led by the Minister of Sorcerous Affairs, who reports directly to the Empress and holds full authority over all Weave-related regulatory practices.   1. Department of Magical Classification (DMC)   Primary body for assessing Weave-attuned individuals.   Oversees all Gamma–Omega tier designations.   Operates classification centers in major population zones.   Authorized to initiate emergency classification protocols in high-risk scenarios.   2. Registry of Sorcerous Entities (RSE)   Maintains the official, empire-wide ledger of all known magic users.   Issues and updates magical identification, clearances, and restrictions.   Linked with enforcement and security agencies for rapid verification access.   3. Arcanum Enforcement Unit (AEU)   Investigative and enforcement wing tasked with ensuring legal compliance.   Tracks unregistered casters, rogue practitioners, and classification violators.   Operates both overt units and covert operatives trained in anti-magical tactics.   Deployable across realms with emergency authorization rights.   4. Sorcerer Integration Corps (SIC)   Responsible for assigning classified casters into approved positions across civil, military, and research sectors.   Facilitates tailored training, relocation, and monitoring services.   Works with other ministries to place sorcerers where their abilities can serve imperial needs.   Each sub-group operates semi-independently but is subject to the strategic directives issued by the Minister’s Office, located in the Ring Spire of Athomathia. Administrative oversight is further reinforced by inter-ministerial liaisons, ensuring that sorcerous affairs are aligned with defense, education, and scientific development policies.

The Ministry of Sorcerous Affairs exists to ensure that the presence and use of magic within the Sapphire Empire remains orderly, equitable, and beneficial to society at large. Its stated goals are:   To Maintain Public Safety By ensuring that all individuals capable of manipulating the Weave are properly identified, classified, and monitored, MoSA aims to prevent misuse of magical ability and safeguard the general population.   To Promote Legal and Responsible Magic Use Through clear regulatory frameworks and education programs, MoSA advocates for lawful casting practices and deters the use of unregulated or dangerous magic.   To Ensure Sorcerer Integration By assigning casters to suitable societal roles, the Ministry promotes productive use of magical skill in areas such as infrastructure, medicine, military, and research.   To Uphold the Classification Decree MoSA enforces the Empire’s standardized Gamma-to-Omega sorcerer classification system, ensuring that all magic-wielders are subject to fair and consistent evaluation regardless of background or origin.   To Deter Magical Subversion Through the Arcanum Enforcement Unit, the Ministry combats rogue spellcasters, unauthorized enchantment practices, and magical terrorism, reinforcing the Empire’s commitment to peace and stability.   While framed as a protective and administrative institution, the Ministry’s true function lies in balancing magical freedom with imperial control—ensuring that all who wield power do so only within the bounds of law and safety.

History

The Ministry of Sorcerous Affairs (MoSA) was established in the closing days of 3 AFE following a rare special assembly of the Sapphire Assembly convened by Empress Salena herself. The immediate cause was the attempted assassination of the Empress and the and failed abduction of members of the Imperial Family--a coordinated strike carried out by rogue sorcerers operating from within the Realm of Avalon.   While the attack was ultimately thwarted, it implications were profound. In the wake of the incident, Empress Salena publicly accepted personal responsibility for not enacting earlier safeguards regarding the unchecked use of magic within the Empires. She cited a failure to listen to prior warnings--form or informal--that may have been voiced by those involved, and acknowledge that insufficient infrastructure existed to detect and support magically inclined individuals before crises arose.   The creation of MoSA was not merely reactive. It was designed as a preventative institution: to identify latent magical protentional in citizens before volatility could manifest; to offer structured integration into civil society; and to ensure that sorcerous talent served, rather than threatened, the Empire's stability.   MoSA became the Sixth official ministry within the Sapphire Imperial governance structure and was the first ministry to be formed in direct response to a security event. Its early mandates were shaped not only by political necessity but by a growing recognition that magic, while wonderous and powerful, required clear civic boundaries and public accountability.   Since its formation, the Ministry has grown rapidly in both authority and reach. Its efforts to map, monitor, and manage the Empire's magically gifted population are now considered vital to maintaining peace across the realms.
