Ministry of Sorcerous Affairs

The Ministry of Sorcerous Affairs (MoSA) is the Sapphire Empire’s executive ministry responsible for magical regulation and public security, roughly equivalent to the interior or justice ministries of other realms. Its missions include Weave-based threat prevention, arcane law enforcement, magical classification, sorcerer registration, containment of rogue entities, counter-sorcery operations, civil protection, and the mitigation of uncontrolled or destabilizing Weave phenomena across imperial territory.   The ministry began operations in 3 AFE, following its establishment by imperial charter in the aftermath of the Attempted Assassination of Empress Salena, an event that prompted the formal creation of a centralized authority to manage and regulate sorcerous activity. With more than 940 million personnel, MoSA is the sixth and newest of the Sapphire Empire’s ministries and the third-largest in operational scope, following the Ministry of Defense and the Ministry of Public Welfare and Order.   Policy regarding sorcerous affairs is coordinated through the Imperial Council of Ministers under the direct oversight of the Sapphire Empress. Other agencies with significant jurisdiction over Weave-related activity include the Ministry of Science, Technology, and Innovation (MSTI), responsible for technomagical research and development, and the Sapphire Bureau of Intelligence (SBI), which conducts counter-arcane intelligence and threat assessment.  

History

 

Creation

  Following the assassination and abduction attempts of 3 AFE, Empress Salena presented The Sorcerer Classification and Integration Decree (SCID) before the Sapphire Assembly, establishing the Ministry of Sorcerous Affairs (MoSA). The decree called for a centralized authority to oversee the registration, classification, and lawful integration of all Weave-capable individuals throughout the Empire.   In her address, the Empress declared:   “We have seen the cost of leaving power without guidance. Magic must no longer live in shadow or silence—it must be known, taught, and bound to purpose.”   The Ministry’s creation followed a series of coordinated incidents that exposed the dangers of unregulated Weave use. During the Battle of Yeltnix, the Empress was separated from her Glaive escort through sorcerous interference, while a simultaneous attempt to abduct Virellia Irisa Athomath and the Prince occurred within the Imperial Palace at Athomathia. The attacks, organized by Roxy Dorvin and executed by Corodulain Vaelthorian, revealed systemic vulnerabilities in magical oversight and prompted immediate reform.   By imperial decree, the Ministry of Sorcerous Affairs was granted full executive authority to monitor Weave activity, enforce compliance with the SCID, and ensure that all practitioners operated within lawful bounds. Elara Voss was appointed as the Empire’s first Minister of Sorcerous Affairs, reporting directly to Empress Salena and the Imperial Council of Ministers.

Function

  Whereas the Ministry of Defense is charged with safeguarding the Empire through military operations and realm security, the Ministry of Sorcerous Affairs (MoSA) works within the civilian sphere to protect the Empire from Weave-related threats within and between its realms. Its stated goal is to prepare for, prevent, and respond to magical incidents and unlawful sorcery.   Following the enactment of The Sorcerer Classification and Integration Decree (SCID) in 3 AFE, MoSA absorbed the duties of the Arcane Oversight Bureau and the Office of Exceptional Persons. In doing so, it divided its responsibilities into three principal agencies: the Department of Magical Classification (DMC), the Registry of Sorcerous Entities (RSE), and the Arcanum Enforcement Unit (AEU). The DMC conducts assessments of Weave-attuned individuals; the RSE maintains identification and compliance records; and the AEU enforces registration laws and suppresses rogue activity.   Additionally, the Sorcerer Integration Corps (SIC) oversees lawful assignment and monitoring of classified casters across imperial institutions. Administrative management and inter-realm coordination fall under the Office of Magical Oversight, which reports directly to the Minister of Sorcerous Affairs, a member of the Imperial Council of Ministers.  

Headquarters

  Since its inception, the Ministry of Sorcerous Affairs (MoSA) has been headquartered in The Ring Spire sector of Athomathia, within the Realm of Alagor. The current facility occupies a multi-tiered complex built atop the Athomathian Leyline Convergence, a natural Weave junction that allows direct monitoring of magical activity across the seventy-five realms. The structure—commonly known as the Spire of Concordance—houses over six million square meters of administrative, regulatory, and arcane containment space.   Initially, MoSA operated from temporary chambers within the Imperial Palace complex following the attacks of 3 AFE. In mid 4 AFE, construction began on the dedicated headquarters, integrating both administrative offices and secure arcane laboratories. The site’s location was chosen for its proximity to the Imperial Council and for the ley-stabilized ground beneath the Ring Spire, which minimizes interference during containment or classification procedures.   The Spire’s design, commissioned under the Architectural Bureau of Imperial Works, incorporates layered technomagical shielding and resonance-dampening systems to prevent accidental Weave surges. The Ministry formally relocated to the completed complex in late 5 AFE, where it remains the operational and symbolic center of magical governance within the Empire.  

Arcane Threat Advisory Network

  In 4 AFE, the Ministry of Sorcerous Affairs (MoSA) established the Arcane Threat Advisory Network (ATAN) as the Empire’s first standardized system for communicating magical security conditions. Designed in cooperation with the Sapphire Bureau of Intelligence and the Imperial Council of Defense Coordination, ATAN provides a unified framework for alerting the public and interrealm agencies to verified Weave-related threats.   The system employs two primary categories: bulletins and alerts. Bulletins are issued when the Ministry must disseminate important information about magical irregularities—such as Weave disruptions, containment failures, or regional anomalies—that do not yet indicate an active threat. Alerts, by contrast, are declared when credible intelligence confirms a hostile or unstable magical event capable of endangering life or infrastructure.   There are two alert levels: Elevated, for threats with confirmed intent but indeterminate scope or timing, and Imminent, for threats verified as active or unfolding. Each level triggers corresponding response protocols for the Arcanum Enforcement Unit (AEU) and local authorities, including containment measures, travel restrictions, and public advisories.   The first ATAN alert was issued on 9 November, 4 AFE, following information on locations in the Realm of Avalon, later traced to members of the Dorvinite Cell. This event formally inaugurated the system and set the standard for imperial magical threat response across all seventy-five realms.

  The Ministry of Sorcerous Affairs (MoSA) is led by the Minister of Sorcerous Affairs, assisted by the Deputy Minister, the Chief Arcanist, and other senior officials within the Ministry’s executive offices.     Symbols and Insignia

      The Seal of the Ministry of Sorcerous Affairs was designed under the supervision of the Imperial Office of Heraldry with consultation from the Arcane Design Collective and senior officials of the ministry. Its final form was approved by Empress Salena in 4 AFE following the establishment of The Sorcerer Classification and Integration Decree.   The seal symbolizes the ministry’s dual charge—to regulate, and to preserve—the lawful use of the Weave throughout the Empire. At its center burns a stylized azure flame, representing disciplined sorcerous energy bound to order. The twin silver rings surrounding the flame denote containment and civic duty, reflecting the Ministry’s authority to control and integrate Weave activity within the bounds of imperial law. The eight-pointed star above the flame symbolizes enlightenment and vigilance, while the octagonal frame signifies stability across the seventy-five realms.   Encircling the emblem is an inscription in runes translating to “Power with Purpose; Magic within Bounds.” The seal is displayed on all official decrees, classification records, and enforcement insignia of the Ministry of Sorcerous Affairs.
