The Council of 75 is an ancient governing body dedicated to the regulation, preservation, and balance of magic across the realms. Established through the Pact of the Supreme, the Council ensures that magical governance remains structured and disputes are mediated to maintain order.
Each of the 75 realms is represented within the Council by a chosen delegate, ensuring that all voices are accounted for. The Council convenes in the realm of the reigning Supreme, where it operates as both a ruling body and an advisory force under the Supremes' authority.
One of the Council’s primary functions is overseeing the Tournament of the Supreme, held every two years unless extended due to wartime. This tournament determines the most powerful sorcerer, who then ascends as the Lord Supreme of Magic, wielding ultimate magical authority across all realms.
Though considered the Magical enforcement of the Realms, the council does not control the actual order of magic, merely is a governing body of magical legality on those who wield magic. They can no change the foundational law of magic itself.

- Each Council member possesses a talisman that grants them access to the ruling Supremes' realm for official sessions.

- To ensure that a tie could never occur, the Supreme was granted a second deciding vote—allowing them to break any stalemates that might otherwise paralyze the Council’s decision-making process.
