History

The Ministry of Science, Technology, and Innovation (MSTI) was established in the formative year of the Sapphire Empire, with the intent of unifying and regulating technological and scientific development across the 75 realms. Charged with ensuring safe progress and inter-realm compatibility, the ministry consolidated formerly independent research councils and guilds into a centralized imperial framework.   A pivotal moment in its early formation came with the unauthorized experiments of Ama King, a civilian inventor from Athomathia. Operating without sanction, Ama conducted an unscheduled cross-realm test between the Athomathia Central Leyline Hub and Cascadia’s Core Conduit, attempting to verify theories surrounding real-time information transfer through the leyline infrastructure. The experiment, while successful, caused significant disruption to inter-realm leyline terminals and triggered emergency lockdown protocols in multiple hubs.   Ama was swiftly arrested for unauthorized access to ley infrastructure and violation of inter-realm transport security regulations. However, upon review by imperial analysts—and reportedly Empress Salena herself—Ama’s prototype and supporting work were deemed not only functional but potentially transformative. Rather than face sentencing, Ama was offered an official appointment as Under Minister of the newly-formed Arcane Science and Development Authority (ASDA), a division created to contain and guide high-risk research under controlled conditions.   Her initial work would eventually become the core infrastructure of UNIS, the Unified Network Interface System that now underpins communication and data systems across the Empire.   Since its establishment, MSTI has become one of the most vital institutions of the Empire. It supports research, technological standardization, and cross-disciplinary collaboration through its agencies, including the Institute of Imperial Research, Unified Advancement Registry, and Bureau of Technomagical Safety. ASDA remains its most unique division—semi-autonomous, fast-moving, and responsible for many of the Empire’s most disruptive technological breakthroughs.
