Ministry of Science, Technology, and Innovation

The Ministry of Science, Technology, and Innovation (MSTI) is a central executive ministry of the Sapphire Empire responsible for overseeing all scientific advancement, technological development, and systemic innovation across the seventy-five imperial realms. The ministry supervises research, development, and implementation of new technologies, coordinates inter-realm infrastructure projects, and maintains the Empire’s standards for scientific safety, interoperability, and ethical progress.   MSTI directs the Empire’s unified network of research institutes, laboratories, and innovation councils, including both civilian and defense-oriented programs. It operates at the intersection of theoretical science, applied engineering, and arcane integration—ensuring that technological and Weave-based developments advance in harmony with imperial law and infrastructural stability.   The ministry is headquartered in The Ring Spire sector of Athomathia, with auxiliary research hubs distributed throughout the major realms. It is headed by the Minister of Innovation, who reports directly to the Sapphire Empress and the Imperial Council of Ministers. The Ministry maintains close operational collaboration with the Ministry of Defense, Ministry of Sorcerous Affairs, and the Sapphire Bureau of Intelligence, particularly in matters concerning defense technology, data networks, and cyber-arcane security.   MSTI oversees several major subordinate agencies and authorities, including the Arcane Science and Development Authority (ASDA), the Institute of Imperial Research (IIR), the Bureau of Technomagical Safety (BTS), the Unified Advancement Registry (UAR), and the Division of Technological Standards (DTS). Through these branches, the ministry guides everything from experimental high-risk research to the certification of everyday technologies used throughout the Empire.   The Ministry’s stated mission is to secure the Empire’s technological supremacy, promote structured and ethical innovation, and ensure that progress remains aligned with the stability and unity of realmspace.  

Organizational Structure

  The Ministry of Science, Technology, and Innovation (MSTI) operates under the authority of the Minister of Innovation, who serves as the Empire’s principal advisor on all matters of science, research, and technological development. The Minister is supported by the Deputy Minister of Innovation and several Under Ministers, each responsible for a major sector of the ministry’s operations.   MSTI’s central administration is headquartered in the Ring Spire of Athomathia, with a network of specialized laboratories, research towers, and experimental zones located throughout the seventy-five realms. These field centers are each directed by a Senior Research Governor, who coordinates realm-level programs under imperial oversight.  

Ministerial Hierarchy

  Minister of Innovation – Chief executive of the ministry; responsible for policy direction, inter-ministerial coordination, and high-level project authorization.   Deputy Minister of Innovation – Oversees the ministry’s day-to-day operations and supervises Under Ministers.   Under Minister for Arcane Science and Development – Directs high-risk and classified experimentation through the Arcane Science and Development Authority (ASDA).   Under Minister for Research and Academic Affairs – Oversees the Institute of Imperial Research (IIR) and coordinates grants, publications, and ethics regulation.   Under Minister for Technological Standards and Safety – Supervises the Bureau of Technomagical Safety (BTS) and the Division of Technological Standards (DTS).   Under Minister for Systems Integration and Infrastructure – Manages cross-realm infrastructure, including UNIS interface protocols, leyline stabilization, and inter-realm communication systems.   Under Minister for Industrial and Applied Innovation – Oversees partnerships with private-sector manufactories and oversees technological adaptation into civic industries.    

Principal Divisions and Agencies

  Arcane Science and Development Authority (ASDA) – Semi-autonomous high-innovation branch for experimental technologies, prototype development, and classified projects.   Institute of Imperial Research (IIR) – Central academic arm for coordinated realm research and scholarly collaboration.   Bureau of Technomagical Safety (BTS) – Regulates technological ethics, arcane-technical safety, and system compatibility standards.   Unified Advancement Registry (UAR) – Maintains the Empire’s patent archive, research registry, and innovation clearance system.   Division of Technological Standards (DTS) – Defines operational and interoperability standards across all imperial technologies.   Office of Infrastructural Innovation (OII) – Develops and oversees large-scale realm-spanning systems including transport grids, power conduits, and communications relays.   Office of Cyber-Arcane Security (OCAS) – Monitors the security and integrity of the Unified Network Interface System (UNIS) and its ley-linked subsystems.   Public and Academic Liaison Office (PALO) – Manages collaboration with universities, guilds, and civic technologists throughout the realms.    

Research and Development Facilities

  MSTI maintains a network of primary research centers and experimental zones distributed across the Empire, including:   Athomathia Central Nexus – The administrative and computational heart of MSTI, housing the ministry’s central data core and oversight councils.   Cascadia Experimental Works – Specialized in energy systems, technomagical conduits, and leyfield resonance testing.   Lyra Station Complex – Orbital research hub focused on microgravity material synthesis and deep-space communications infrastructure.   Alagor Technica Foundry – Dedicated to industrial-scale innovation and the testing of applied mechanomagical designs.   Orren Basin Archive – The Empire’s primary long-term data vault and archival preservation site for historical research and patent records.     The Ministry collectively employs approximately 2.8 billion personnel across administrative, academic, and technical capacities, including more than 60 million certified researchers and engineers, and supports an estimated half-trillion ongoing research projects across the 75 realms.
