Enacting Clause
By the Mandate of the Sapphire Throne, and with the assent of the Sapphire Assembly as bound, Her Beloved Radiance, Empress Salena Andrea Athomath, decrees as follows—

PART I — PRELIMINARY
§ 1. Short title.
This enactment may be cited as the Sorcerer Classification and Integration Decree (SCID), Decree No. 472/4 AFE.
§ 2. Commencement.
This Decree shall come into force upon its promulgation.
§ 3. Definitions.
In this Decree, unless the context otherwise requires— (1) “Weave-sensitive person” means any citizen of the Empire found to possess innate or awakened sensitivity to the Weave;
(2) “Project Arcanum” means the authorized arcano-technological apparatus for detection, monitoring, and classification;
(3) “Classification” means assignment to a class under § 4;
(4) “Imperial custody” means supervision, containment, or service under the Sapphire Throne or its appointed magistrates;
(5) “Ministry” means the Ministry of Sorcerous Affairs.

PART II — CLASSIFICATION
§ 4. Classes of Weave-sensitive persons.
(1) A Weave-sensitive person shall be assigned to one of the following classes:
(a) Gamma Class — negligible sensitivity; exempt from registration.
(b) Delta Class — minor sensitivity; subject to passive monitoring.
(c) Beta Class — moderate sensitivity; subject to registration and review.
(d) Alpha Class — high sensitivity; subject to mandatory registration, service, and oversight.
(e) Omega Class — unquantifiable or unstable sensitivity; subject to immediate Imperial custody.
(2) Classifications shall be determined by means of Project Arcanum.

PART III — REGISTRATION
§ 5. Obligation to register.
(1) Every Weave-sensitive person of Beta Class or higher shall register with the Ministry within thirty (30) days of classification.
(2) Registration shall include—
(a) the provision of personal and genealogical particulars;
(b) the undertaking of aptitude testing;
(c) the swearing or affirmation of the Oath of Loyalty set out in Schedule 2.
(3) Guardians of infants provisionally identified by Project Arcanum shall present the infant for assessment at the first lawful opportunity.
§ 6. Consequences of failure to register.
(1) A person who fails to register in accordance with § 5 commits an act of civil disobedience.
(2) Corrective measures may include—
(a) conscription into Imperial service;
(b) supervised confinement;
(c) fines or asset sequestration;
(d) exile, as determined by a Regional Oversight Magistrate.

PART IV — SERVICE
§ 7. Service of Alpha Class persons.
(1) Every Alpha Class person shall render service for a minimum term of four (4) years in the Sapphire Glaive or such other division as may be designated by the Throne.
(2) An Alpha Class person may, by Imperial prerogative, be retained in service indefinitely.
(3) Refusal or failure to serve permits conscription or judicial reassignment.

PART V —
RESTRICTIONS § 8. Restrictions on Beta and Alpha Classes.
(1) A person registered as Beta or Alpha shall not—
(a) hold military or governmental office without sanction of the Throne;
(b) establish or maintain a Weave academy without a charter issued by the Ministry;
(c) conceal classification or depart from the territory of the Empire without notification to the Ministry;
(d) employ offensive or high-tier Weave manifestations in public without prior clearance.
(2) Any unauthorized association of Weave-sensitive persons shall be dissolved, and members may be reclassified or reassigned as the Ministry considers appropriate.
--- PART VI — ENFORCEMENT
§ 9. Enforcement authorities.
(1) Enforcement of this Decree shall be vested in—
(a) the Ministry of Sorcerous Affairs;
(b) the Sapphire Glaive;
(c) Regional Oversight Magistrates.
§ 10. Project Arcanum deployment.
(1) Project Arcanum shall operate as a passive arcano-sensory net within schools, public spaces, and transit nodes.
(2) Anomalies shall be reported automatically to the Office of Imperial Oversight.

PART VII — OFFENCES AND PENALTIES
§ 11. General offences.
(1) A person who contravenes this Decree commits an offence.
(2) Upon conviction, such person shall be liable to—
(a) fine;
(b) confinement;
(c) conscription;
(d) exile; or
(e) in cases where public safety, the Throne, or the Realms are endangered, capital sanction imposed by order of the Throne.

PART VIII — REVIEW AND APPEALS
§ 12. Review of classification.
(1) A Weave-sensitive person may petition a Magistrate of Sorcerous Review for re-evaluation—
(a) once in every period of twelve (12) months; or
(b) upon a material change in capacity.
§ 13. Appeals.
(1) An appeal lies from a Magistrate of Sorcerous Review to the Imperial Chamber of Administrative Justice on grounds of law or procedural error.

PART IX — MISCELLANEOUS
§ 14. Regulations.
(1) The Ministry may issue regulations, forms, and codes of practice consistent with this Decree.
§ 15. Repeals, savings, and severability.
(1) All laws or customs inconsistent with this Decree are repealed to the extent of inconsistency.
(2) Existing charters remain effective unless inconsistent with this Decree.
(3) If any provision of this Decree is held invalid, the remainder continues in force.
