The Sapphire Bureau of Intelligence (commonly abbreviated SBI) serves as the principal intelligence and security agency of the Sapphire Empire. Charged with preserving stability, enforcing Imperial cohesion, and safeguarding the unity of the Seventy-Five Realms, the Bureau functions as the central hub for information gathering, counterespionage, and national security coordination.
Headed by a Director of Imperial Intelligence, the Bureau operates under the Office of National Concordance, reporting directly to the Director of National Intelligence, who in turn answers to the Empress. Unlike the Azure Vanguard, which serves as the military arm of the Empire, the SBI’s focus lies in intelligence analysis, investigation, and covert enforcement in both civil and governmental affairs.
The Bureau is organized into several directorates, including the Directorate of Inquiry (strategic analysis and oversight), the Directorate of Operations (covert actions, counterintelligence, and infiltration), and the Directorate of Information Security (data integrity, communications monitoring, and network defense). These directorates maintain branch offices throughout the Realms, embedded within local administrations and diplomatic envoys.
Publicly, the SBI is regarded as a stabilizing institution—tasked with protecting the Empire from corruption, subversion, and threats to public trust. Through its intelligence apparatus, it ensures that the laws of the Empire are enforced uniformly across all Realms and that local governance remains consistent with Imperial directives. The Bureau is also responsible for internal coordination among regional intelligence services, technological surveillance development, and the management of classified archives on Realm-wide security matters.
The Bureau has become a cornerstone of Imperial governance, instrumental in maintaining order and preventing sedition. Though its operations are rarely made public, it is widely acknowledged as one of the most powerful institutions in the Empire, exercising significant influence over security policy and inter-realm coordination.
Purpose
When the Sapphire Bureau of Intelligence was created, its purpose was to establish a centralized authority for Imperial intelligence gathering and analysis, collecting, evaluating, and distributing inter-realm intelligence, and conducting covert operations in defense of Imperial stability and security. The Director of the Sapphire Bureau of Intelligence (D/SBI) is appointed directly by the Empress and confirmed through the Office of National Intelligence. The Director reports to the Director of National Intelligence, who in turn answers to the Sapphire Throne. In practice, the Director of the SBI interfaces with the Sapphire Assembly, the Ministry of Internal Affairs, and the Throne, while the Deputy Director (DD/SBI) oversees internal administration. The Chief Operations Officer (COO/SBI), the third-highest position within the Bureau, manages day-to-day operations and coordinates inter-directorate activity. The Deputy Director is formally appointed by the Director with Imperial approval. While the role is often politically aligned with the Empress’s administration, the Chief Operations Officer is regarded as the highest non-political post, held by a career intelligence officer. Contrary to public assumption, the Directorate of Internal Security does not operate as a law enforcement body. Its agents function primarily as investigators, auditors, and covert operatives, gathering information for higher executive and military review. Matters requiring arrest, detainment, or direct enforcement are carried out in cooperation with the Azure Vanguard or local enforcement bodies. Operating primarily from the Imperial Data Spire within the capital, the Directorate’s mission is to secure, exploit, and weaponize digital information across the United Network Interface System (UNIS) and its restricted subnet, the Imperial Network Grid. It provides SBI field and analysis personnel with tools for signal interception, data exfiltration, encryption, and electronic countermeasures, while also developing defensive systems to protect Imperial infrastructure from intrusion or sabotage.
