Qualifications
There are no formal qualifications inscribed in law, as the title was self-established during the Empire's founding. However, the legitimacy of the title is maintained through Salena Athomath's lineage, military leadership, and popular support.
Requirements
Though future succession plans are unannounced, the assumption is that any successor must be from the Athomath lineage and meet undisclosed criteria defined by the Council of 75 and/or the Empress herself.
Current expectations are that it will follow the Alagorian monarchy means of succession.
Appointment
Though only one holder of the title has existed since it's inception, the Sapphire Empress assumed the title of Empress through ceremonial acclaim during the Concord of Unity. The ceremony involved leaders of the 75 Realms submitting formal recognition and pledging loyalty.
Duties
The Sapphire Empress is expected to safeguard the stability of the Empire, protect its citizens, and maintain diplomatic relations among the realms. There is also a cultural expectation of personal engagement with the people.
Responsibilities
Oversight of all executive decisions across the Empire, including appointments of ministers, policy enforcement, military command, and high diplomatic representation.
Final arbiter of Imperial law.
Benefits
The Sapphire Empress holds complete political control of the Empire, vast resources from across the 75 Realms, and access to personal elite forces such as the Sapphrie Glaive.
The role also possess the exclusive right to control the construction of new Leyline portal hubs.
Grounds for Removal/Dismissal
There is no codified mechanism to remove the Sapphire Empress. In practice, no known procedure or legal body exists with the authority to depose her. Her rule is considered permanent unless voluntarily abdicated or challenged by internal rebellion.
History
The title of Sapphire Empress was formally established following the unification of the Seventy-Five Realms under Salena Athomath. After decades of fractured political alliances, sporadic wars, and regional instability, Salena unified the Realms following a prolonged campaign of diplomacy, reform, and Charisma. The foundation of the Empire marked the dissolution of the Old governments, including the High Kingdom of Alagor, and replaced them with a centralized bureaucratic structure.
Cultural Significance
To most citizens of the Empire, the Sapphire Empress represents order, unity, and benevolent rule. She is widely celebrated across all Realms in public festivals and is depicted in art, song, and ceremony as the "Heart of the Realms." While most cultures have embraced the empire's integration, some traditionalist or formerly sovereign worlds hold resentment toward the consolidation of authority.
