While technically under the rule of the Grand Duke of Temia, the town is given considerable autonomy due to its economic significance and geographic distance from the capital.

The town also includes public fountains, a local healer’s ward, a municipal well, and a small but effective night watch force. Market District
This is the vibrant core of Safe Harbor, a maze of stalls overflowing with locally-produced goods and exotic wares brought in by traders. The Harbor

Sailors, fishermen, dockworkers, shipwrights, and merchants involved in the import and export trade work here. Some even live here. Gambling dens, taverns filled with dubious characters, and shops selling illicit goods line the streets. Criminals, smugglers, gamblers, and those seeking to avoid the law come here. The Dark Mile is a place of danger and potential opportunity for those willing to take risks. It's not a place to linger but there's still a few places of interest to visit.
- The Rusty Flagon: A notorious tavern frequented by pirates, smugglers, and those seeking to disappear. It's a place where secrets are bought and sold, and trouble often brews.
- The Black Market: A hidden network of shops and stalls selling stolen goods, illegal substances, and anything else a buyer with enough coin desires.
- The Shadow Broker's Den: A secretive location where information, both legitimate and dubious, can be purchased for the right price.

History
Founded as a coastal fishing village, Safe Harbor evolved into a bustling trade port due to its natural inlet and defensible cliffs. Shortly after the first Kru'val attacks in the early 100s AE, the Grand Duchy funded fortifications and invested heavily in the harbor, elevating it to town status. The town became vital during the The Cinder War: A World Shattered: Fourth World War, serving as a key naval base and refugee checkpoint. It remains a symbol of Temian resilience and economic vitality.

Architecture
Safe Harbor’s buildings are crafted from weathered stone and dark wood. Sloped roofs combat rain and ocean wind, while buildings near the market often feature tiled murals in aquatic blues and greens. The Harbor District leans to the practical and functional, while the Market District boasts bold awnings and intricately carved façades.
Geography
Built along a natural crescent bay, Safe Harbor is shielded from the worst ocean storms by jagged sea cliffs and offshore rock formations. To the east lie rolling hills and sparse woodland, with trade roads stretching inland. Underground freshwater aquifers support both residents and farmland on the town's outskirts.
Climate
Mild and maritime. Winters are wet and blustery, while summers are warm with cool ocean breezes. Dense morning fog is common, especially in spring and fall. The town experiences an annual storm season during late Frostember through early Verdantia, with the big storm in Solistice.
