Wild Boys - A large moon-hopping anarchist gang.

Hyperion Crime Ring - A criminal organization that seeks to rival the Three Suns Paradisio and make moves to counter them in the Sol System.

Three Suns Paradisio - A large scale organized crime outfit run out of the Centauri System.

Witless Minions - A smuggling ring that sells corporate hardware, military goods, and pharmaceuticals as they "fall off the truck."

Mandate 9 - A no-job-too-dirty PMC renowned for their brutality.

True Masters - Reptid refugees determined to take over human space. They build power and influence as a slaver cartel.

Rebels

Coalition of Rebels - A collection of various rebel groups, mostly those that have already been crushed and scattered by the PSC.

Nouveau Palatine - The explicit promise in the Nouveau Palatine is to overthrow the Pan-Solar Consortium when they find a king to rally behind. Some of them have gone off the rails early and form their own fiefdoms, but as a loosely connected movement they haven't been fully proscribed by the PSC yet.

Gobi Remembers - A reactionary conspiracy dedicated to bringing back the First Terran Empire.

Ionian Revival - A democratic movement that drifts regularly into radical behavior under charismatic leaders.

Separatists

Family of the Loving Mistress - A psionic cult seeking a merging between Venusians and Waxies and their independence from the Pan-Solar Consortium.

The Infinite Herbert - A man on a colony of Autonoe (a tiny Jovian moon) that somehow constructed a Cloning facility and a Gigafactorum on the moon and declared independence from the PSC. Negotiations are ongoing, and so far he has been induced to pay taxes and fulfill all obligations of being a citizens of the Pan-Solar Consortium in exchange for Clonefeed and carbon for his Gigafactorum. While he regularly suffers through pirate raids, the PSC brass has decided that as long as he behaves like a citizen then it isn't worth it to go to war to correct his language.

Pax Regnum - Neo-Roman/Byzantine Reactionaries, funded by human trafficking and vice.

Next Step Sovereignty Foundation - A mutant separatist organization that seeks to build mutant-only zones.

Terrorists

Hellfire Cabal - Kthoniker cult that utilizes (or are utilized by) Redspace Adversarial Intelligences. Their actual goals are a mystery, and their demands are often insane.

Covenant of Spacers - Some Covenant cells are violent, marauding cults that leave derelicts in their wake full of bloodied shrines and mutilated corpses.

Vanguard of 8a-51115k - New Disciples extremists who believe that there is a destined godlike machine entity that will represent the end of progress, the ascension into perfection. They especially hate the "false god" CAELUS the Omnikon.

Garden Worlds for Hope - Anti-Sentient ecoterrorists.

HUMNX - Human supremacists; anti-alien, anti-mutant terrorists.

Homeworld Exclusion Front - First Empire reactionaries and xenophobic radicals.

Demiscient - Information and anti-corporate extremists. They believe in the abolition of intellectual property rights.

Trustfall Project - A splinter group led by an AI that believes in eroding psychological trust and the fabric of society to push humans into a controllable psychological state.

Evolve or Die - Mutant supremacist organization.

Cults

Neo-Monastics of Earth Prime - A secular cult that seeks to use religion (sans faith in a deity) to reshape their souls. While not always criminal, some of the excesses of the group can be grisly enough to cross the line.

Slaves of the Wolf - A strange cult that seeks to use technology from the extinct natives of Wolf in order to do... something.

Enemies of Man

Redspace Adversarial Intelligences - Subspace entities that are predatory and feed on certain brainwave forms.

Bogler - A species of marauders with stolen spacefaring technology.
