Autonomous, Aggressive, and Ambitious
The Next Step Sovereignty Foundation (NSSF) is a decentralized mutant separatist movement with a singular focus: establish independent enclaves—reservations and autonomous zones—where mutants govern themselves and dictate their own future. In contrast to more nihilistic or openly violent mutant supremacist movements, NSSF presents itself as rational, calculated, and community-oriented. But their path to sovereignty often leaves behind a trail of subtle and systemic violence. They buy out neighborhoods piece by piece, then escalate discrimination, drive out non-mutants through intimidation or sabotage, and eventually claim territorial legitimacy through de facto control. The result is a patchwork of “safe zones” for mutants, each governed by local militias and neighborhood councils.
The Quiet War of Attrition
While not overt terrorists like Evolve or Die, the NSSF plays a long game of subversive occupation. Humans, aliens, and robots who remain in their zones too long are subjected to petty crime, humiliation, and—eventually—personal danger. As their zones grow, they subtly undermine or co-opt local governance structures, displacing officials and replacing them with mutant loyalists. Once embedded, these new "civil services" act more as statelets than communities, complete with taxes, militia protection, and internal justice systems. This gradualist insurgency draws little attention at first, but when challenged by outside authorities, NSSF groups can rapidly deploy organized resistance and political theater to frame themselves as victims defending sacred land.
Standing Armies in Blue and White
NSSF militias are among the best-equipped of the separatist movements, sparking persistent rumors of Clan Tzuriel backing. While no evidence has surfaced to confirm the involvement, their weapons and tactics raise questions. In open warfare—particularly in clashes with the HUMNX organization—the militias wear blue bioplastic armor over white Spidersilk bodysuits, with faceless white masks and high-end police-grade electrolasers and electron batons. In stealth mode, they drop to simple blue armbands, cheap S-C60 IEDs, and untraceable Laser Weapons and Gyroc Guns for asymmetric sabotage. Despite their restraint in civilian casualties, they have one consistent exception: revealed members of HUMNX are hunted and killed with ruthless precision. Where EoD thrives on chaos and spectacle, NSSF is quiet, controlled, and growing.
