Borrow Town
Reduce. Reuse. Recycle. It was a mantra that was supposed to save the ancient world. In the end, it wasn’t what they needed to defend against. You couldn’t recycle monsters. In modern Olympia, however, it’s been a life line to keeping the city alive and no place takes that more seriously than the Borough of Borrow Town. Everything in this borough is used until it can’t be remolded, fixed, or repurposed into anything else. Creative repair is the name of the game here and it’s not uncommon to see buildings repaired with street signs, clothes to be resewn in a myriad patchwork, and items used in construction as they were never intended. Upcycled art dots the streets and its residents are known for a sort of shabby, eclectic style.
Cultural ideas/tenets
Waste not, want not. Reduce. Reuse. Recycle. In part an homage to the recycling power of the octant, nothing in this octant is ever wasted. While waste is not prevalent throughout Olympia, Borrow Town makes that a mantra and almost a law.Founding Documents
Inspired by lost artifacts of post-apocalyptic style creativity like Road Warrior and Fallout with a hefty dose of the Borrowers cartoons, Borrow Town is a cobbled together mishmash of items that have formed a cohesive aesthetic.Magical Culture of the area
Low street magic, scrounged magic items. What would a mage from this borough look like?
Most of Borrow Town looks a bit like an eclectic thrifter gone mad. Mages take this to another extreme with their found items and created items and spells, scrounged and thrifted. They often carry random trinkets that make no sense to anyone not themselves. How would their magic manifest?
As eclectic as the population here.Demographics

Guilds and Factions
Road Warriors: Taken from the film of the same name, this crusading, roving gang of recyclers. As silly as that sounds, the residents here fear this group as they’re more inclined to break a knee cap over a tossed piece of trash than they are to be helpful. They clash often with the Oracles who see their methods as needless violence over trivial matters.
Recycler's Union: Formed from the workers in the recycling plants, the Recycler's Union serves as the primary form of government in Borrow Town. While they don't have any official power in the district, the Recycler's Union is the soft power center. If there are disagreements over whose trash is whose, someone's new room starts to block a commonly used path, that pile of appliances becomes dangerously unsafe, or someone dies and leaves all of the good stuff to be picked over, the Recycler's Union steps in to help fix the problem in a way that's generally fair to everyone.

History
Borrow Town has been in existence since the start of Olympia, though it has shrunk in size over the years as the city has settled into a more “normal” pattern of consumerism and the rabid upcycling and repair needed at the start of founding became less necessary
