Prime Warden

The Prime Warden is the chief military general and head of the watch in the High Court of Featherfall and the nation of Eliond. They report directly to the Exalt during times of peace and are afforded additional autonomous discretion during times of war.

Qualifications

Officially, an individual must have served in either the Featherfall guard or the Elondian Military for a period of ten years before they are eligible for the position of Prime Warden. There was, however, a single instance where this prerequisite was suspended through agreement of both the Exalt and Prime Justiciar due to exceptional tactical prowess. The identity of this individual was not disclosed to those outside of the High Court.

Appointment

The Prime Warden is appointed directly by the Exalt, with one exception: if the Exalt is unable to exercise authority during wartime, the High Court may appoint a Prime Warden through majority vote.

Duties

Above all else, the Prime Warden's duty is to safeguard the nation of Eliond from foreign threats, whether those threats come from the underdark, a neighboring nation, or the Ocean of Origins.

Responsibilities

During peacetime, the Prime Warden is tasked with the following responsibilities:

  1. City Watch. The Prime Warden serves as the chief commander of Featherfall's guard.
  2. Military Readiness. It is the responsibility of the Prime Warden to maintain the Elondian Military to an acceptable state of readiness in times of peace.

During wartime, the powers of the Prime Warden are elevated to allow for the following responsibilities to be carried out:

  1. Tactical Leadership. The Prime Warden is permitted to assemble and direct military forces through the territories of Eliond and beyond.
  2. Upholding of Order. The Prime Warden is permitted to implement Martial Law in areas of unrest without consultation of the Exalt or the High Court, until such a time where consultation becomes possible.
  3. Administering of Justice. If justice cannot be administered to lawbreakers under normal circumstance, the Prime Warden is permitted to carry out justice in a comparable fashion.

Grounds for Removal/Dismissal

At any point during peacetime, the Exalt may relieve the Prime Warden of their duties. During wartime, the Prime Warden may still be relieved by the Exalt with the exception of a veto by majority vote of the High Council.
