Lumin

A Lumin is a noble title in the nation of Eliond. It designates an individual who rules and administers a Luminate, which operates with a higher degree of independance than an Elevancy.

Qualifications

An existing Exemplar household may be given the rank of Lumin if the Elevancy they preside over has reached a large enough population to justify additional levels of administration.

Requirements

The following conditions must be met for an individual (and their household) to be elevated to Luminancy:

  1. The individual must be a landholder in the nation of Eliond
  2. The primary settlement of the individual's land must be large enough to constitute a segmented governorship
  3. The individual must not own, directly or through vassalship, any other city or territory large enough to constitute its own Elevancy or Vigilancy

Appointment

If a household is chosen or approved by the High Court of Featherfall to be elevated to Lumin, they must relinquish any and all claims to territory outside of the boundary of their potential Luminancy. However, they are still permitted to have an administrative hand in bordering Elevancies.

Once conflicting interests have been handled, a Luminancy can begin to form. The Lumin Household may, if they choose, organize their own standing army, and impose additional laws and restrictions so long as those laws do not oppose the laws of Eliond.

Responsibilities

Additional responsibilities for a Lumin include serving as a representative of the Exalt to neighboring Exemplars. If an Exemplar is unable to petition the Exalt directly (which is often), they may instead petition a Lumin. For example, if an Exemplat requires additional patrols to protect their Elevancy from banditry, they may request the Lumin's assistance.

Benefits

Aside from the privileges of additional laws and military force, a Luminancy is permitted to petition the High Court to declare war on a neighboring nation. They are also allocated additional resources in wartime, and hold the right to suspend non-capital laws during emergencies.

Finally, and most attractively to the nobility, Luminancies are afforded a one-to-one cut of collected taxes as opposed to the two-to-one rates afforded to Elevancies.

History

The title of Lumin was first granted as a station to multiple noble houses of note in what is now Alderia, Foline, and Herrisland. The restrictions on holders of the title were far more lenient, allowing the possession of multiple territories and titles. it was not until the Peninsulan Schism that these restrictions came into play with the elevation of House Dayborne; many speculate the High Court feared a secession from Dayborne if they acquired too much power.
