Prime Justiciar
The Prime Justiciar is the highest legal authority in the High Council of Featherfall and the nation of Eliond. They report directly to the Exalt.
Qualifications
To serve as a Prime Justiciar, an individual must serve at least ten years as a High Justiciar of an Elevant or Luminary. They must also receive verbal or written recommendations from at least two others High Justiciars, the contents of which must affirm their moral and ethical character.
Appointment
The Prime Justiciar is appointed directly by the Exalt of Eliond under one of the following conditions:
- The previous Prime Justiciar dies or elects to resign from the position. Reignation requires approval from the Exalt directly.
- The previous Prime Justiciar is removed from office.
Duties
The chief responsibilities of the Prime Justiciar are as follows:
- Affirm and uphold the laws of the nation as they are written.
- Interpret the laws of the nation in secular instances where the moral and just path forward is unclear.
- Define new laws of the nation in instances where they are needed.
In addition to the above, the Prime Justiciar serves as a legal advisor to the High Council and the Exalt.
Grounds for Removal/Dismissal
A Justiciar can only be removed under the following circumstances:
- The Exalt of Eliond petitions the High Council for removal, in which all members save the Windseer are in agreement.
- The Windseer petitions the High Council for removal, in which all members save the Exalt are in agreement.
- Both the Exalt and Windseer petition for removal, regardless of agreement from other members.
History
The first High Justiciar was elevated from a regional position to a national position by Eliza, the second Exalt. This was done specifically to restrain the Exalt's power in the instance of tyranny.
