Created as a power-sharing arrangement between the Silver Talon gang and the Order of the Oak, the council blends militant street authority with religious guardianship of The Eternal Hero legacy. It positions itself as a protector of Northpoint’s independence and spiritual heritage, rejecting House Varen’s attempt to convert the settlement into a direct noble holding. Although legally considered an illegal secession under noble law, the Silver Oak Council maintains firm control through a mixture of popular support, religious legitimacy, and the Silver Talon's enforcement network. The council emphasizes stewardship, vigilance, and autonomy, operating as a hybrid civic-religious leadership that sees itself as the rightful shield of the town and its people.
