The Institute

EXECUTIVE BODY

The Executor, commonly known as "the President", is the leading figure on all political matters. It is the one responsible of making macroeconomic and macropolitical choices; it has veto power over the Parliament's resolutions; and has total control over the Government's programs of any nature, El Consilio for example.

Presidente Ernesto Sánchez is the living human currently leading this position, a role only outclassed by the King himself. The President is elected personally by the Monarchy and no other voice may influence in this matter. His race has always been a matter of controversy, mostly for his short lifespan, but the severity of his actions and the accelerated progress he has made during his lifelong term, have given him the respect of the entire Novarkan population.

The only other being ever called President in the Monarchy's History is Ex-President Aegnor Narkhanar, a ruthless conqueror of Elven heritage. His government was raw, right-leaning and oppressive. He sought to conquer the entirety of the Plane by a show of force and power, "Purging" any leaving being powerful enough to challenge a single citizen's life. He was a proud man, and stayed that way up until the Coup led by Ernesto Sánchez, his supporters, and the King's Guard itself, all of whom turned on Aegnor for "abusing" his power to end natural life rather than learning to live with it, making Him really angry...

LEGISLATIVE BODY

Tis the Parliament, a bicameral institution specifically constructed to represent the people of Novarkan and their most urgent needs and wants.

The first and most powerful camera is the Common's Chamber, mostly composed of democratically elected representatives of each officially recognized village, settlement, institution and city in the Continent of Mystralis. Here is where powerful, independent lords like Velius Albus Kastor Augustus Cornelius Summurdore the III, one of the Monarchy's founders and the most powerful living wizard of the realm, exert their voices over political and social matters of concern.

The second camera is the House of Doomum, tailored by former president Aegnor to give the Great Houses of Novarkan political power. A place where the voice of the few had the same precedence as the voice of the people. Nowadays, it is merely a reflection of its past self, the power they once held had been removed right after Ernesto Sánchez' Coup. It is used mostly as a forum of discussion between still standing Doomum that maintain economic influence over Novarkan's market, and political influence at a lesser extent, trying to keep their voices as relevant as possible.

The Parliament may present resolutions, Law Projects enforced throughout the entire realm, via the Common's Chamber, not the House of Doomum, which must be signed and ratified by the President before being officialized by the King's vocals to the public, so they are finally applied as Royal Public Policies.

JUDICIAL BODY

The Arbitration Council, an institution made up of 3 all-powerful Arbitraries who have the final say on the fate of Novarkan's most notorious criminals. Arbitration is the name of the decision-making process they execute to do so.

Their original identities are concealed. but every Novarkan in their right mind fears standing before them, no matter their faces, since they are known to be the ones who process the criminals of the realm who are captured by the independent Mental Police Corp., the most feared institution in the entire continent. Of course, they can only process those who are still alive after questioning, mental defilement or soul scarring.

OFFICIAL CURRENCY

The citizens of the Monarchy come from all kinds of places, Material Planes, Astral Cities, the Nine Hells, the Seven Heavens, even from the Chaos of Limbo, Carceri and the Abyss...
The definition of "value" is NOT universal, but resources in a post-scarcity economy are naught but infinite. So, by definition, nothing in Novarkan really has a price, hence why no one in Novarkan owns anything since President Sanchez' instauration (see Assets for more information), so currency is not officially a thing.

Most citizens trade their "belongings" in the old ways of the humanoid races, by bartering (O "Trueques" in Spanish Common), where relative values are applied and exchanged for things. Some merchants, officially trinket suppliers, still take pieces of different metals as currency, like gold, platinum, or adamantine. Others however, may only exchange magic for magic, like when bartering magical items. And... other beings may exchange life... for death, mostly when it comes to more delicate matters.

Culture

The King, who rules the Sacra Monarchia over its three powers, is not a public image. It is a title, a concept, wielded by someone with an unknown identity, but infinite power.
This is done so that the figure of the King is not humanized by any means, he is an all-powerful entity and that's all one needs to know, no one is even sure if he is a "he", but everyone feels his eyes everywhere...
The King is the "All-Seeing" after all... it is almost impossible escaping its omnipresent image, or its omniscient eyes.

Public Agenda

The basis of the Government is Order, Control and Progress. Keeping everyone safe and productive, managing all of the plane's dangers, and getting rid of them as efficiently as possible. There exists no greater responsibility than the one exercised by the King himself, and everyone knows it.

Assets

Even if the Sacred Monarchy is a Post-Scarcity economy, it still acts under the Far Left Wing of a socialist government. Presidente Sanchez, in a stark contrast to Ex-President's Aegnor ideology, has declared that all the assets of anyone's "property" shall be officially owned by the government and its three independent powers.
No one may officially "own" anything, the Kingdom has every right to take any thing of any one and to not be questioned about it. After all, resources in this world may be replaced as quickly as one man's bedsheets.

So how many assets holds the reign? Everything and everyone, in the name of absolute monarchism and socialism!

Demography and Population

The official population of living sentients in the continent of Mystralis was about 90 thousand during the Great Migration period. However, abundance of food, resources, settled space, the lack of looming dangers, technological integrity, and the relative Peace in the larger scope of the realm (after the Doomum Conflict), increased the official population of Novarkan to the stunning number of 260 thousand living humanoids and sentients. However, taking in the mostly imprecise account of wild beings who were here in the plane before the Migration, from North to South, the population of living and unliving beings may very well be close to 1 million.

These demographics mean a lot of things in statistical terms, but the most important one is that... Scelerious Beings make up the majority of the Monarchy's population, so, in the coming years, the many will be comprised of those of the First and Second Generations of Novarkan's population, something that the current politicians must consider if they want to keep wielding power...

Military

Security forces are divided mostly via a settlement-to-settlement basis. There is no large standing army who is swore to defend every corner of the Kingdom, but each city or town is assigned a personal standing force to protect their interests and those who live under them.

However, there are some widely recognized organizations who exert their power and will over almost every corner of the plane, even if they are not officially controlled by the Monarchy, these are: the Mental Police Corporation , the King's Guard (in the South), the Sacred Permafrost Reeducators (in the North), and the Recognition Guild (in the Central Plains and contested areas of Mystralis). These institutions are blessed in some way or another with the King's Favor, and their duty to the realm is considered to be the most important task to ensure the Monarchy's longevity.

Technological Level

Thanks to the developments in the illusory school of magic, the Novarkan society has made rapid scientific breakthroughs in the field of telecommunication and information technologies, creating modern distance communication systems similar to the following "material planar" gadgets: radio, telephone, telegraph, teleprinter, television, and data storage facilities. These devices had made continent-wide communication possible thanks to the range of the Weave, but these "Arcane Waves" of knowledge can be intercepted by Minibiome Ki barriers, or powerful spellcasters quick enough to pick up a signal faster than the speed of darkness.

Religion

There are only two officially recognized deities in the Sacred Monarchy's grounds, The King, and Him. Not one more. Nor one less.

The King represents Order, Progress & Control. He is the figure of power and the Eye who Sees it All. Whoever is responsible of wielding the title and name, may as well be more powerful than an outer god itself.

He, on the other hand, is a mysterious being that only those of the highest power know about. The general population is more concerned with worshiping the King than considering His existence, oh but He is the force that moves it all...
For those who know, and for those who really know, He is a figure to fear, rather than respect, even more so when fanatical worship of His figure is illegal under the Monarchy's laws. These "cults" who pretend to know His will and worship Him as a violent nature deity are called Farinams, and their member are called Druids... Even so, not even them can nearly convey what He is all about.

Maybe, just maybe... He is just... incomprehensible.

Agriculture & Industry

Magic and Economics, two words that blend together perfectly in a world of post-scarcity and arcane bartering.
Post-scarcity, referenced in many articles, is an economy where basic needs are not an issue at all, where abundance of resources is the norm of daily life for all classes, and where the value of any currency is one-next-to-none. The Sacred Monarchy is vibrant and full of powerful magic, steady arcane replication efforts, and mass production of magical items, creating the perfect conditions for a society to fluorish like never before.

  • Food is created out of thin air when the need arises, no need to kill beasts or end life just for the sake of protein or grass.
    Housing is not a problem ever since planar housing was invented, by the way of Lanterns of Scelerious Envision and equivalents.

  • Metals are easily transformed and created thanks to the Transmutation School of Magic.

  • Workforces for low-effort jobs are fully covered thanks to Necromancy and Conjuration magic which create faithful servants who don't complain and do their jobs efficiently.

  • Healthcare is universal and accessed via the Magisteriums which every official city must have to be supported by the Monarchy, and their corresponding Magistrates.

  • Communication and information services which exist in this plane thanks to the efforts made by the School of Illusion Wizards and their ability to interpret the Weave in a way twas never done before. Now ensured by the government as a basic service.

Trade & Transport

Mystralis is a small-sized continent on which travel and transportation must've been easy and cheap tasks to execute, but reality couldn't be more deceiving...
Ever since the Great Fall of the Monasteriums, the Central Plains have been plagued by seven barriers of not magical force, but some kind of Life Force akin to the ancient concept of Ki which blocks all magical entry and exit from their respective Minibiomes.
Even though teleportation, including teleportation circles, must not consider any space in between both junction points, travelling between subcontinents have proven to be surprisingly difficult to execute. To enter a Minibiome, the supposed Imperator must grant one "Permission"; and teleportation attempts to the North have only concluded in some of the Realm's best spellcasters gone missing...

Thanks to these facts, transport and trade in the Realm's official boundaries mostly stays south of the Plains... Furthermore, this "Ki-Barrier" concept has been copied and adapted by Abjuration School Wizards to create akin Magical Barriers through which teletransportation and divination magic can't be done.

Education

Education is a matter of great importance in all of the Sacred Monarchy's territories, maybe the most important of them all.

Academies are few throughout the realm, but each and every one of them is of upmost quality in the matters of Elemedicis, Magical Practice, and Technology. When it comes to progress and general welfare, there is nothing these academies can't teach, and the epitome, the crown jewel of all education centers in the Monarchy, was the School of Elemental and Martial Arts, also known as the EMAcademy. An institution so vast and powerful it ended up collapsing on itself, now serving as an example to the realm of what happens when power gets on your head.

Now, anyone with enough ability to understand the weave, wield any school of magic, or proficiency with magical items, can earn spots in these institutions of high education, no matter their social standing. All they need to do, is try.
