Ministry of the Arcane
Structure
According to sacred law, each of the ministries' political hierarchy must follow the official organization chart (simplified for better reading experience but its actually comprised of 21 distinct roles and sub-roles):
- The Minister: It is responsible for the proposal and execution of the Government's policy on matters of political relevance, the preparation, development and monitoring of the legislative program, the immediate support to the Presidency of the Government, and undying devotion to the King and his Order. Furthermore, whoever is a Minister is also automatically raised as a Member of Parliament and may server as it's institution representative in the Common's Chamber.
- The secretaries: they are responsible for maintaining the organization, keeping the agenda, serving the public, managing documents, and serving as the minister's auxiliaries. This includes management of appointments, schedules and notices of meetings, minutes, journals, resolutions, committee agenda, plenary session order of business, scenarios, transcripts of stenographic notes, certificates of confirmation, reports... You get the point.
- General State Attorneys: delegates, spokespersons and lawyers of the ministry. With many different functions and many different roles, but with one defined objective: protecting the ministry from unwanted intervention, ensuring the application of their laws, and the integrity of the organization, be it in the eyes of men, or in the eyes of "gods".
Assets
Like all ministries, the Ministry of the Arcane's headquarters are located in the Golden Citadel, past the three Great Walls of Yhernier, the Sacred Capital.
The building that houses it is a tripartite cathedral-like structure painted mostly in ebony black, with pure black-stained windows, and dark azure ornamentation representing the official color of the Weave.
Each of the "towers" that make up the triparty have a rotunda ground plan and a corresponding dome, with the middle building wielding the biggest dome of the three.
The middle dome has a cupola crowning the structure and serving as a roof lantern and a bell tower at the same time. The tholobate on which the dome stands is where all the black-stained windows are, since no light should enter the other parts of the building so they are not contaminated by the changing stars. The tholobate's windows are fine and necessary since some artifacts still require natural light and stardust to function, so the tholobate's whispering gallery is constructed as a place where they may harness all that stellar power without it entering the building itself. One could see it as the structure's power core.
Furthermore, the gigantic domes are coated in an azure-like metal so they match with the ornamentation, giving life to a beautiful, powerful, and imposing structure adorned with the representing color of the Ministry of the Arcane. Other ministries have the same similar tripartite structure and domes, but their fundamental styles may change, since not all of them look like cathedrals. The main difference between each ministry's buildings is the color of their domes, which is why Azure Blue is the characteristic color of the Arcane, so no other ministry may wield it and bemuse the population. Also, each of the ministries' main central domes have an Oculus, a big circular opening right in the middle of the dome where the Eye of the King (also called The Oculus qui Videt) is projected and animated, in a way that anyone who looks at the building, is also looked back... Making it seem like the building itself is alive, and watching...

History
When president Aegnor Narkhanar created the Ministry of the Arcane, he appointed Danielle Kurtisarti, a beautiful adult Eladrin he knew back in the planar wars of Arborea, she was regarded as a magical talent unseen in the Prime Material Plane, at only 359 years old.
Danielle was a prodigy in public policy and a true Elemedici supporter, as she saw value in freedom of magic and in the protection of elemental rights, since the more work-ready minds study the arts of the arcane, the faster technological progress would the Novarkan society output. Still, she did not undermine those who were incapable of understanding the Weave, the Artifexis, since they did the work that Elemedicis would not do, and without that work done, the core of society would collapse on itself, with no one willing to do manual labor beside the undead, and no one eager to put their lives on the frontline in defense of those of higher intellectual value. The rule of thumb was that the Artifexis live for the Elemedici so they may be elevated, but with the condition, under Kurtisarti's law, that the Elemedici who used Artifexis for their work had to pay back their dues, giving lands, riches, and assets to those who helped them climb to the position where they are. After all, Minister Kurtisarti saw them as rightful living beings too. However, not everyone was happy with this rule of thumb. After president Sánchez' coup with the support of the King's Guard and the citizens of Yhernier, a complete reform of the government was underway, replacing loyal government officials, destroying institutions that provided little value to the Monarchy and that only existed to give Great Houses political power, and reforming the outdated public policies that Aegnor declared. In line with those reforms, was the replacement of Minister Kurtisarti, but things were not that simple.. After the Coup, she immediately begun to rally the support of Yhernier's citizens to her cause, she didn't trust anyone else to take her place, so she gave a riveting speech in the capital's Royal Courtyard which had people screaming her name, like she was the next coming of the King himself. President Sánchez had no choice but to let her stay in power, since he knew more than anyone how important the support of the common folk was for the stability of the realm. But her increasing unpopularity among the powerful few was becoming increasingly noticeable, including those who saw Elemedici-Artifexis relations as an insult, and those who supported a complete replacement of every single government official of Aegnor's. Protests brewed on the Golden Citadel, clashes between the common folk and Yhernier's aristocrats happened on a daily basis, and the Ministry of the Arcane itself was breached by protestors using powerful and untraceable illusory magic, among those who infiltrated were members of the Halighstone family, popular Elemedici supremacists who saw Artifexis as little more than slaves with swords and willpower. But even then Minister Kurtisarti retained power, she managed to keep herself safe, keep the ministry's operation going and using the common folk's support to her crushing advantage. But, one day like any other, something strange happened... no clashes, no protests, and no conflicts brewed in the capital, it was the most peaceful day Yhernier has had in the last decade, and it was until the release of the midnight edition of the Newspapers, that the news got out, Ministers of the Institute, Economy, Nature, Cultural Assimilation, Artifexis and the Arcane, had been assassinated, all in the same day... their souls completely obliterated from existence, and absolutely no one was deemed responsible. Was it coordinated? A sickness? A coup? No one knew. The only thing for certain was that Danielle Kurtisarti's administration and that of others like her, have been put to end... in a single night. So their seconds in command were appointed as the new ministers de-facto as a quick resolution by the Government. So, the recently appointed sub-minister Ms. Baron Hagris was the one elevated to fill the shoes that the once great Eladrin had used to bring stability and equality to the realm... and she was so eager to do so that she didn't even assist to Kurtisarti's body-burial, because she was changing the ministry's mechanisms to represent her... "iron-fist" philosophy, as she herself expressed in a subsequent interview.
Right there and then, the relationship between Novarkan's Elemedici and Artifexis was forever broken, and resettled to the never-ending rivalry they had before coming to Kurtisarti's terms...
It is valuable to remark that the Mental Police Corporation was under Ex-Minister's Kurtisarti's jurisdiction in terms of legal and political matters, but she did not represent the Corporation's wishes nor security methodology. That was and still is the role of The High Comissioner, even though Minister Baron Hagris has publicly stated that she wants to put a "leash" on the Mental Police's operations. She's been unsuccessful as of yet.
