Gôr Empire
The Empire delegates its territories between three different areas, the Regions, the Cities, and the City-States.
- Regions: Regions are the areas within the immediate control of the emperor. Those who control it, the governors, are always those most loyal and have seen the greatest military successes in their careers. Succession of the regions is not by blood however, it is done through a system known as "Kulûsc", in which a new governor is elected based on their loyalty to the emperor and their military history.
- Cities: Often granted to wealthy families or individuals, the more important cities are delegated to those with the highest number of victories in battle as well as the wealth they seized from battle. These families/individuals are also required to participate in war and send a tithe to both the Emperor and Governor.
- City-States: The City-State system delegates regions outside of the immediate control of the Emperor. Many of these City-States, although in suzerain to the Empire, only have to pay a tithe to the Emperor and support them militarily. Many City-States have their own laws and styles of governance. For example, the Alkor City-State is the traditional Orkish City-State, where the whole region is ruled directly through the capital city, through essentially a perfect Democracy. However, the Eralían city-state has all power concentrated in the Eralían family, with most policy and power being held by the heads of the family. City-States often are granted great leniency in many regards, particularly militarily, being mostly used to protect their lands from revolt and defend the lands of the Empire from invasion.
Structure
The Empire is as centralized as possible, however, given its size, it is quite decentralized once you move beyond the de-facto borders into the "City-States." City-States in the Orkish sense is not the same as in the traditional sense. To the Orks, a City-State is a system of government in which the state adheres directly to the Capital city. Not any one particular individual within that city, hypothetically, but that city controls all state. The Emperor granted many cities this title, and given them a general region to rule over. They are De-jure part of the Empire, however, they often work as independent from it. Depending on their proximity to the Imperial heartland.
History
Founded by Ashnag, the great hunter, and greater farmhand. He was granted prolonged life and greater strength than he already had from The Rot. He conquered the few Orkish settlements and crowned himself Emperor of "The Empire". He tamed the Orkish tribes and turned his sights to the Tőyōtkan Empire. Thus began the Invasion of the Rot, where after years of conquest, the empire grew to control most of the world.
Territories
They forcefully hold almost the entirety of Namiend, from the Afespían lands to the border of the Kingdom of the Cin. They can't control much of the mines within the world due to the Bippies and Dwarves, and cannot fight get into Quilanra or The Kingdom of the Cin.
Military
They have a large military, the largest, with their primary armies being made of Orks, but with many non-orkish soldiers. You are forced to join the military on punishment of death of both you and your loved ones. Because of this, they have a very large and diverse military. Millions of people are fighting for the Orkish empire.

The Fenus are individually trained constantly, but will rarely train in groups, only training in groups when the whole Qontârus get together.
Foreign Relations
It is at war with much of the world, having conquered The Tőyōtkan Empire, The Old Elven Kingdoms, and much of the tribes of the world. Now it is actively trying to conquer every single country left. It is also putting down rebellions from within the empire.
The City-States are the nations in suzerain to the Empire, with them being the Eralían city-state, Alkor City-State, Ôsjîsctodhôs City-State.
