Awst-e Shâ
Literally meaning, "East Kingdom."
Imperial Bureaucracy and Examination System: The Civil Service System has an examination system, testing the intellect and capabilities of those attempting to be part of the system. The system is a means to elect lesser lords and nobility for certain positions based on merit. Meritocracy and education are essential values, and thus, they are linked to one's ability to contribute to the governance of the state. However, the royal kingship is selected through divine authority. The King is a representative of Valthan. The empire was structured around this powerful central monarchy, and a bureaucratic system. The bureaucratic system is highly centralized, with the king having near absolute authority, as they are chosen by Valthan. This religious legitimization of the monarchy solidifies the King as the political leader, but also as the protector of The Cult of Valthan. The state is not autocratic, however, as it relies heavily on the Civil Service System, which are the elected officials who serve for ten years and manage the day-to-day affairs. These officials are named the Bâzouron, they hold the responsibility of managing the regions they were elected to, and the most important ones help advise the king. The regions these Bâzouron rule over are known as Zavin, literally meaning land. The Bâzouron have significant autonomy in managing the local affairs of the Zavin, but maintain loyalty to the system of elections, and the king. They are also important for taxation of their Zavin and delivering the taxation to the central government, and back into the region's economy.
The Taxation system of the kingdom differs from the Kingdom of the Cin significantly. Taxes are collected based on land, labour, and trade. The Landowners are required to pay taxes based on the productivity of their estates, where at least 30% goes to paying for the workers of the estate, 30% to the Zavin, and 40% to the central government. Merchants are taxed based on their trade activities. The majority of the taxes collected go to supporting the military, infrastructure, and religious institutions (including temples and schools).
History
Founded by Ruštun under the eye of the Emperor of the Cin. It started as a small city by Mt. Dafind f the Emperor of the Cin. However, would accept thousands of refugees from the west into his small lands. The city began to expand greatly within the forest, and the Emperor requested that Ruštun send forces to fight against the Orks. Initially Ruštun refused, stating that his people were not well enough equipped for such things, and they would refuse to fight an unwinnable fight. He told the Emperor that if the forest were given to him, and he were allowed to rule as a Kingdom within the Empire that he would spend his time forming one of the greatest forces the world had seen. The Emperor at first was skeptical, not wishing to give such power to a foreigner. They were at a standstill, and still more refugees came from the west. Finally, a few years after the city was founded, the Orks invaded the forest. They pushed through quickly and quietly, before arriving at the Easterlings' settlement, and razing it. They fled southward to the stronghold of eMntvn. The Emperor of the Cin riding down with his army to meet them there. Ruštun then pled his complete fealty to the Emperor, eNtre, and he was pronounced King of the Eastlands, as anointed by the goddess Valthan (Mostly to give the Easterlings something to fight for, now they had a kingdom). The soldiers geared up and prepared for a grand battle. There, the Orks razed most of the stronghold, killing most of the Cin soldiers, before making it to the final stronghold now named, Zrnsh Glostsh in Cin ~Rick-Ipa~, and Râtin-i Shâ (Originally 'Battle for the Kingdom' now meaning 'Last Kingdom'). Ruštun returned his people back to the city, and they rebuilt, under the guidance of Valthan, and instead of a palace, Ruštun built a university, the University of the East.
After Ruštun passed, he was succeeded by his eldest daughter, Queen Paneh (Pandía)
Territories
The Easterlings travelled into the Exech Erfset and was gifted the forest by the Kingdom of the Cin as a place where they can live and thrive, so long as they adhere to the laws of the Empire, and they help in the protection of their lands. This land has formally been incorporated now as part of the East Kingdom.
Military
Their military is one of the greatest in the world, containing within it one of The Three Great Cavalries. As well, their children are some of the greatest trained soldiers in the world, knowing how to fight with almost every type of weapon, and having been taught at least two different methods of martial arts.
Religion
The official religion of Awst-e Shâ is the The Cult of Valthan. A branch of The Waesws religion. The leaders of the cult have significant authority over their subjects, being the main teachers in more rural areas, and in urban areas having significant say in the caretaking of the Universities and School. The Clergy and the Scholars are the two main ruling classes under the King.
Qekámáden has special treatment within the kingdom, even though it is not very well understood due to limitations of trade with the Larčók. It is renowned as being one of the most true religions, and is highly respected amongst the Easterlings.
Ōníism is allowed freedom to worship, however they are oftentimes, especially in rural areas, barred from entering the temples. This is due to two main reasons, first of all, because of their strange monotheistic ideals, and second (the most important to them), because it is the religion of the Ōnentarían Kingdom, and the Easterlings believe fully that the Ōnentaríans actively try to keep them from trading with the Larčók.
Education
Awst-e Shâ has the greatest level of education in the world, as the Easterlings hold education as the most important thing one can achieve. They put their children from the ages of 8 to 16 (or whatever the Elven, Dwarven, Cin equivalent be) through a mandatory schooling period, where they go to whatever school is available, whether that be at their local temple, or at an established school. There they learn of the history of the world, philosophies around the world, the many different sciences, how to fight with and without weaponry, and the best mathematics they have to offer. From there, they have the opportunity to learn much more at the University of the East.
Everybody in the Kingdom are given equal opportunity to learn at the temples, schools, and universities, with the exception of followers of the Abreth, and occasionally some temples will turn away followers of Ōníism from learning as well as worship, although this practice is technically illegal.
Nearly every single person in Awst-e Shâ can read, which is vastly different than the 1 in 5 Cin who can read, the Cin being their overlords to the east. And even moreso than the 1 in 20 Ōnentarí who can read, itself greater than the 1 in 500 Afespíans who can read in the Eralían city-state.

They use the official currency of the Kingdom of the Cin, a gold and silver based economy, with coins minted with the butterfly and the sickle, representing the goddess Shiçhae and Llyr.
Judicial Body
The system is ruled by appointed judges named the Qâzig, they reside over both civil and criminal disputes. These judges are put through a rigorous training program to understand the legal system and ensure justice. The Cult of Valthan is very important in shaping the legal code, however it ultimately comes down to the King to issue the laws, often with a council of Qâzig, but not always. The king can decide to allow the regions to make their own ruling on a law, but ultimately, what the king says is law.
