Structure
- High King/Queen: The High King/Queen is the supreme ruler of Quilanra, they are responsible for major decisions regarding the entire Elven Kingdom and they ascend the throne through a combination of noble lineage and the approval of elven councils representing different regions. With a large portion of that council coming from the Provincial Lords/Ladies.
- Provincial Lords/Ladies: Comparable to the Sampatí in the Human Kingdom. Each oversees a specific province or region within the Elven Kingdom. They are selected by the High King/Queen, usually with approval from regional elven councils, however approval is not needed for conquered regions. They are responsible for managing regional affairs, ensuring peace, and collecting taxes. They serve at the pleasure of the High King/Queen but can be challenged by regional councils in case of dissatisfaction among the populace.
- City Keepers: Equivalent to the Chintíría but heavily focused on individual elven cities. They are appointed by Provincial Lords/Ladies but subject to confirmation by the elven city councils. They are responsible for the administration, local defense, and prosperity of their respective cities. They are also subject to a two-month review by the citizens, who can petition the Provincial Lord/Lady for replacement.
- Council of Branches: Composed of representatives from noble families, religious leaders, and distinguished elves, this council advises the High King/Queen on matters of legislation, foreign affairs, and overall governance. It aims to help in the selection of Provincial Lords/Ladies and City Keepers, ensuring a balance of power.
- Masters of the Tree: A group of druids and scholars responsible for advising on matters related to nature, magic, and the well-being of the Elven Kingdom. They serve as spiritual advisors to the High King/Queen and provincial rulers to preserves elven traditions, lore, and cultural heritage.
- Martial Order of Silver Boughs: Their aim is to protect the Elven Kingdom from external threats. Led by a commander appointed by the High King/Queen they promote discipline, skill, and unity amongst the elven warriors. This structure attempts to take what elements work from various influences while maintaining their distinctive elven ways.
History
After The Rot began their expanse of The Tőyōtkan Empire, many elves fled south onto the Opel Lake's great peninsula, and after hearing of the constant victories of the Gôr Empire, more and more began to need a defence against it. This culminated when Akimi fell. The new Quilanrian government called for a great wall to be built between the region of the Opel Lake and the rest of Namiend. Thus, after many hard months of work, they managed to built a weak wall in time for the Orks, and it was just enough for them to continue one without a siege, allowing for them to continue work on a better wall. Now, there stands three walls, with the outer one being the most important, and the strongest, having come from that very first wall ever built.
Now, the Quilanrians house the largest number of Immigrants, as they helped to built the great tunnel. A tunnel which goes from much of the Afespían lands, through much of the Tunga lands, all the way to the Bartu Kingdom. It's main goal is to help people flee from the Gôr Empire to somewhere safe.
Territories
They have conquered the whole of the territories surrounding the Opel Lake. The whole southern peninsula is under their control, with very little outside of it due to their walls.
Laws
Cultural Heritage Laws: Strict regulations are in place to preserve elven cultural heritage, mandating traditional clothing, language, and customs in public spaces.
There is some freedom with this law, as if you are meant to wear a specific thing for a cultural reason, that is accepted, or for a holiday (if you follow a minority holiday).
Noble Inheritance Laws: Titles and lands are exclusively inherited within noble families, ensuring continuity and stability.
- Land is allocated based on social status, with nobles receiving the most fertile and desirable territories.
Agriculture & Industry
Silviculture and Timber Production:
The elves engage in sustainable forestry, they have cultivated many different types of woods for use in construction, artifact crafting, and other applications.
Enchanted Artifacts and Craftsmanship:
With the importance they put on skilled artisanry, the elves specialize in crafting enchanted items using magical woods, stones, and other natural materials.
Botanical Alchemy and Apothecaries:
The diverse flora in the hills and forests are a source for elven alchemists and apothecaries. They specialize in creating potions, elixirs, and magical remedies using the plants that are unique to their region.
Aquaculture and Water-based Trades:
Given the vast size of the lake, the elves engage in major fishing practices and aquaculture. This industry provides a significant source of food and materials for trade.
Magical Academies:
The abundance of magical flora and fauna makes the Elven Kingdom one of the biggest hubs for magical research and education. Magical academies focus on studying and preserving the unique magical properties of the region.
Education
Most of the population has a basic education, knowing how to read and write, as well as do basic life needs in their environment. However, traditional schooling is not common once you learn how to read and write, usually going into some mentorship with another more experienced individual.
That being said, the Elven Kingdom has one of the greatest schools in all of Namiend, being second only to that in the Kingdom of Ōkalía. The School of Thindín is the greatest university for magical studies, and the second best in most other regards.
The University of Thindín comprises of various schools dedicated to many different things, but especially to the different branches of magic, such as Elemental Magic, Enchantment, Healing Arts, Alchemy, and Divination. Each school is led by a renowned magical scholar and practitioner. You can learn from either them or from the the university's extensive library which contains ancient tomes, scrolls, and magical artifacts. The University of Thindín follows a traditional master-apprentice system, where experienced magical practitioners mentor and guide students.
There are many state-of-the-art magical laboratories and workshops to teach the necessities of spells, potion-making, and crafting enchanted items. It features a magical arboretum where rare and magical plants are cultivated. This is to help with the study of magical properties in plants firsthand and learn about the interaction between flora and magical energy. The university also has a protected reserve for magical creatures, providing students with opportunities to observe and study them.
