Port Argen is a large trading hub, bringing in fresh fish from Colrak, mined goods and finished from The Delvings, and Toregard.
As one of the largest ports on the Karthil coast, it trades with many of the islands surrounding The Maelstrom nation and transports goods inland.
Port Argen's long history has developed a distinct culture within the cities of Bretawald, as one of only a handful of cities in the kingdoms whose history far outstrips that of their current rulers, they are a proud people who value partnership in work, honesty in dealings and action. Having descended from soldiers, naval explorers, and the shipwrights, who made such endeavours possible, they are an outgoing people, valuing those who they work closely with, as often your life is in the hands of your shipmates, with an irreverence for the wider laws and customs of Bretawald that borders on treasonous.
A cultural quirk that has developed in the city is the use of tattoos to mark significant milestones in life and affiliation with various guilds and organisations. There was a shift that started about three generations ago to have meaningful tattoos in a place that would be visible in public; This trend has accelerated in the following two generations, to the point now that facial tattoos are the norm among those born in the last decade of the last millennium, as is clothing that delibrately displays tattoos. Port Argen is a hub for many traders risking any journey around the Maelstrom nations, and as such is a draw for many less savoury individuals, filling the city with all manner of gangs and groups looking to make a profit in this high-risk, high-reward city.
Since the High Thane Grimmirsson Brightblade moved into Port Argen as his home, he has reinvigorated the people's spirit of exploration and adventure. They have seen his arrival as vindication of their belief in their city and view him as the city's ruler. This distinction is not borne out in how much actual ruling he does. Port Argen follows the same basic governance as the rest of Bretawald, with the city and its surroundings ruled over by a Thane; however, from its long history as a military and later trading and fishing port, the city has always had a position second to the Thane in authority, the Port Seneschal.
The Port Seneschal is a position earned, a vote is held every 10 years, with the various captains of ships whose home port is Port Argen, the dock officials, and the ruling council voting in who they believe is best suited to the position. The Thane holds two votes and makes the final decision in a tie.
Notably, Port Argen has also developed a council of sorts, made up of several powerful families within the city and some of the most important civic positions.

Guilds and Factions
With High Thane Grimirsson Brightblade having taken up permanent residence in the city and investing significant amounts of the nation's wealth into research to improve the capabilities of the kingdom ships, a number of smaller Guilds have sprung up seeking funding for investigations into technological advances.
The most aggressive in its charter is the Silver Stave, so named for there experiments into capturing and storing lightning for later use.

History
Port Argen's first major phase of building was during the early years of the War of the Wolves in 4201, where it was established as a fortified military port with a modest population, primarily military, shipbuilders and their families. Its importance continuing under the early days of the rule of Levexokarthil and the Second Daemon war.
By the conclusion of the second Daemon war in 4229, Port Argen was an important military port on the Northern cost of the Maelstrom Nations much of Levexokarthil's navy was built within this industrious port.
It continued in the vein for a few hundred years. but the long peace of the empire meant that the call for new naval ships had significantly diminished and Port Argen had stagnated and was beginning to decline. It was during this time that an enterprising Hall Master from The Pitted Shield established a hall, now only known as Hall Master Sigi, in what looked to be a city in it's death-throws, but focusing the skills of his hall members on maritime exploration and combat he was able to establish a safe fishing zone in the seas north of the city with detailed navigational charts for the dangerous and often unpredictable seas north of Sigravaka Isle.
This allowed Port Argen to become a major producer of fish for the empire, by the 4500's Port Argen was a thriving sea port, growing beyond its old wall fortifications, known for a wide array of sea food that was not caught anywhere else in the empire, and for the growing number of seafaring explorers who were charting the dangerous waters around the Maelstrom Nations and venturing every further north.
By the early 5000's Port Argen was the home of some of the greatest shipwrights and the vessels constructed here were of a distinctive design, able to better cope with high storms, and unpredictable weather. This diversification has seen the city to continue to thrive even through the collapse of the Levexokarthil in the 5100's
