Heptad Concord

  To preserve the peace and prosperity of Whenua, to protect the life and freedom of its peoples, and to remember the tragedies of war, the rulers of the kingdoms of Whenua commit to respecting the following universal laws:  

1. Governance

  Every kingdom shall be ruled by an Invokā (Invoker), regardless of gender, race, social origin, or belief, in accordance with the traditions and customs of their realm.  

2. Succession

  Rulers have the duty to choose and train their successor. If a ruler passes away before a successor has been chosen, the kingdom must not remain without governance. A kingdom may be left without a ruler for no longer than one month. If no new ruler has been appointed after this time, an impartial commission, composed of representatives from all kingdoms, shall select a new sovereign and govern the kingdom during this period.  

3. Summoning

  The art of Summoning is forbidden to all except rulers and their successors. Anyone who violates this law shall be considered an enemy of the kingdoms of Whenua and shall be pursued according to local laws, with the obligation to restore peace and security.  

4. Protection

  Each Invokā may appoint one or more Toarvīn, guardians allowed to accompany them wherever they go, including across other kingdoms. Toarvīn must protect the Invokā without violating the laws of the kingdoms they traverse.  

5. Travel

  All individuals are allowed to travel through the kingdoms, respecting the laws, customs, and traditions of each realm.  

6. Sacred Lands

  Havaiki—the sacred home of the Māuikuras—shall be respected and preserved by all kingdoms. Intrusion or disruption of these lands is forbidden.  

7. Non-Aggression

  No kingdom shall wage war against another without just cause. All disputes should be resolved peacefully whenever possible.
