Qualifications
Must be a citizen of the United Alliance, born within a recognized Alliance planetary system.
Minimum age of 40 Earth years. ( Restriction Lifted During Galactic War.)
Must have served in a senior executive or legislative capacity (e.g., Minister, Senator, or planetary head of state).
Requires a two-thirds Senate vote during election, or full vote if running unopposed.
Requirements
No active military command during term.
Disclosure of financial and familial interests.
Cannot hold citizenship or titles in a foreign (non-Alliance) planetary government or faction.
Subject to standard psychological evaluation and anti-coercion protocols (Following integration into Sapphire sovereignty).
Appointment
Elected by the Alliance Senate via internal vote following a six-week deliberation and debate cycle.
Candidates are nominated from among senior political figures or former executive ministers.
The elected Chancellor assumes office during the ceremonial Aurora Transfer, held at the Central Hall of Earth.
Duties
Serve as the official executive head and chief diplomat of the United Alliance.
Ratify or veto decisions of the Senate (subject to override).
Lead interstellar diplomatic efforts, including presenting the Alliance’s position before the Sapphire Assembly , when permitted.
Represent the Alliance in state functions, interplanetary summits, and public engagements.
Maintain interplanetary cohesion and policy alignment across the U.A. Planetary member states.
Responsibilities
Oversee the Executive Ministry, appointing Ministers to head each department (Defense, Infrastructure, Health, etc.).
Issue Executive Directives to address emergent civil, military, or intersystem affairs.
Approve Alliance-wide budgets, and emergency resource reallocations.
Review and sign treaties or agreements (subject to Sapphire Imperial oversight).
Ensure continued compliance with the Unified Accord of Rights and Order.

Grounds for Removal/Dismissal
May be removed by a two-thirds vote of no confidence by the Alliance Senate.
May also be suspended temporarily by Imperial decree in the event of dereliction, sedition, or violation of inter-realm law (though rarely exercised).
Resignation is permitted at any time but must be formally submitted to the Senate in session.
History
The position of United Chancellor dates back to the original Founding Compact of Earth, Nova Eridani, and Aequinox during the reformation of human governance following the Collapse of the Old Stellar Commonwealth. Originally a rotating leadership role, it was later codified into a singular executive title.
While Chancellors have historically championed diplomatic cooperation, trade harmonization, and military unity through the Ranger Core, their role shifted following the rise of the Sapphire Empire. Though the position retained symbolic weight and legislative influence, its true power became partially circumscribed under imperial oversight — particularly in matters of diplomacy beyond Avalon's borders.
Despite this, the United Chancellor remains the face of Avalonian human civilization

The Chancellor is regarded not only as a statesperson, but as a living symbol of the Alliance’s core ideals: cooperation over conquest, representation over subjugation, and unity through shared purpose.
