Starwatch
Starwatch is the collective defense organization of Uranus that patrols its skies and orbital space. Many of Uranus's city-states participate in it. Each city-state contributes some amount of funds to the organization, which also gives them a proportionate say in its operation and the rights to receive a certain amount of patrol presence to provide protection against raiders. This system means that the largest city-states are the de facto leaders of Starwatch, but because it would likely not exist at all without their contributions, smaller city-states begrudgingly accept this fact.
Aside from its airborne patrols, Starwatch also runs Uranus's Sentinel program and, at least nominally, controls her orbital space.
