The white city of Mantigo rises out of the crystal waters of the Laguna Turquesa in two tiers, like a two-layered wedding cake. The upper tier is supported by a tall white-granite retaining wall that's fortified by huge buttresses, which have been carved into statues. Up here, the towers of the rich and the spires of the Temple complex disproportionately stretch this small city upward, creating a carefully constructed image of grandeur. The lower tier, crisscrossed by a tangle of narrow canals, wraps around the upper tier on two sides, bordering the wide Río Ancho and filling all available (and unavailable) space to meet the needs of an ever-growing population. Dozens of arched bridges stitch together the lower tier, occasionally mirrored by highly decorative bridges that span the upper levels of buildings, allowing the city's elites to traverse the city without suffering the indignities of the dirty streets below. Across the lower tier from the citadel rises an old bastion fort, standing sentinel for the city at the point where the river meets the ocean. Most buildings have either been whitewashed or constructed of white granite, covered by a sea of red-clay tile roofs. Though it is still a relatively small city, Mantigo is cohesively constructed in a way that's reminiscent of the cities of Old Namarra.
