NeoTokyo

Regardless of the current year, the eastern lands of Japan have always held a fascination for westerners and this remained true right up through the Horrors, the time of the Arks, and even in modern Olympia. Neotokyo is founded on the aesthetic of all things Japan - from bits of anime and manga to glossy, glass filled cities, and ancient shrines and balanced gardens.  

Magical Culture

Magic in the area often takes the form of pseudo-cybertechnology. Technomancers often decorate their chrome with Japanese art and writing, and many mages have been able to successfully use this pseudo-cybertechnology in their magical craft. Shamanically-inclined magic users will strike accords with more benign spirits of yore such as tanuki and baku.

The Oracles that patrol here tend to adopt the aesthetic and calling of street samurai.

Infrastructure

Neotokyo ranges from low to middle class with a small number of upper class people. The constant hum of the city here often means that the wealthiest go to find quieter spaces to live. With a variety of stores, shops, and services that run the gamut, some Neotokyans rarely ever leave their neighborhood. Of several of the boroughs, this is one of the most capable of being its own isolated area that can run independently.

Guilds and Factions

Several street gangs call Neo Tokyo home, as well as the Brotherhood, a larger underground organization that claims control of the area.   The Pact of Shadow
A clan of ninjas under the clan name of Shosuro, they serve as clandestine agents of the Brotherhood. They are excellent infiltrators, spies, and assassins. Their secret underground headquarters in NeoTokyo is built beneath an unassuming tenement building. Their information network is extensive and wide-reaching.   White Wolves
A motorcycle gang that don’t amount to much in the way of influence. They mostly just act rowdy, drive around and stir up trouble, or race each other in the streets. Led by Tetsuya Honda, a young man who took charge of the gang after the death of their previous leader, his brother Daiya Honda.   The Yokai
An all female gang that are fiercely protective of their territory, and adopt the personas of yokai of legend. Led by Hachishakusama, an enormous and near-mythical woman, the Yokai's goals are mysterious. Women who have nowhere else to go are inducted into the gang with no prejudice of their former station or circumstances, leading some to think them benevolent, but no one wants to cross their path at night. The Yokai have been known to have positive relations with like-minded women' s street gangs such as The Girl Band in Paradise City.   The Harmonious Compact
A group of several small and local businesses formed a compact, allowing them to watch out for each other’s well-being and work together in their common interests as bigger businesses threaten to expand and risk forcing some of the smaller businesses to close. The compact consists of at least thirty-three different businesses across the borough, with more considering joining them as the years go by.

History

NeoTokyo is one of the only boroughs that has an historical record of being founded along with Olympia. Several of the Coa tribe insisted on the aesthetic and feel of the area having found historical documents during their time in the Wilds. The documents included picture books of Tokyo and other cities in Japan, as well as several pieces of popular Japanese media, comics, and videos preserved from the old world.

Neo-Shibuya Crossing
A huge intersection of main roads just out front of the CityLink train station that is a replication of the original Shibuya Crossing in old Tokyo before the Horrors brought the old world to an end.
  Kuma Karaoke
A karaoke joint that is secretly run by the Brotherhood, who bought the place so they could do karaoke without people getting put off by their tough and intimidating appearance.
