S'avihara

Direct control over the region is levied between the Lord of House of Dreaming, and the King or Queen of Royal House of Dragon, and finally a more democratically selected Chief who's job is more focused to vouching on part of the town.

Walls, especially fortified along the east, and north-east. Patrols are set up, and a quieter militia side rests. Guards are most issued from the military forces instructed under King or Queen of House Dragon, and in a crisis the Reketta navy from Royal House of Salt has easy access. As they are one of the border cities, its not unheard of for conflict to fall here, but it has the potential to be quickly intercepted and repelled.

Long ago, S'avihara was merely a village. Founded in 285PDP, it would stand shy of a century before being involved as a witness to the Rekettan civil war. As with a lot of mid-west settlements of Kayotia, the reketta of the area weren't too strongly established. It was simple village, with a strong faith in the mythical spiritual figure of Ra'Ui'Wa, and dreaming medicine. During war, they were mostly just involved in collateral exchanges, but never stood defeated against any serious assault. Some even believe they predicted or altered the probabilities through mysticism. Still, nothing prepared them well enough to reject the empress during unification, and it was thought the village was vandalized a bit during the Decade of Cheer. Among the changes was a revisionist idea of Ra'Ui'Wa to be more of a pawn form to Polmressa, and whether a political ploy or genuine interest, House of Dreaming was later deployed to help burn that change into place.   During the fortification period, S'avihara was upgraded to a town in 170CSP. A lot of moving factors in place, and a lot of trade, construction, and building of the noble House. It also became a common military scouting town, as it was easy to go from S'avihara, to Labrion routes, or to intercept their own spies. By the year 300CSP, it was becoming a more lavish small town region with the occasional odd artisan stores, obtaining its first few bits of electricity, and a strong identity to dreaming was retained in part thanks to the headquartered spot of House of Dreaming.
