The Draconic Accord

Preamble: In recognition of the need for stability and cooperation in the world, the undersigned dragonlords hereby enter into this treaty, known as the Draconic Accord, to establish a framework for peaceful coexistence and mutual prosperity among dragonkind.   Article I: Territory and Sovereignty   Each signatory dragonlord shall retain sovereignty over their respective territories, as delineated by agreed-upon boundaries and landmarks. Dragons shall respect the territorial integrity of their fellow signatories and refrain from encroaching upon or usurping their lands without consent.   Article II: Non-Aggression and Defense   Dragons shall not engage in acts of aggression or warfare against their fellow signatories, including but not limited to invasion, conquest, or sabotage. However war may be waged between dragonlords if six other dragonlords agree and the agrieved party presents a valid cassius belli and the war is limited between the two factions only.   In the event of external threats or attacks from hostile forces, signatory dragonlords shall provide mutual aid and support to defend one another's territories and populations.   Article III: Trade and Commerce   Dragons shall facilitate the free flow of goods, resources, and information between their territories, promoting economic growth and prosperity for all signatories. Trade agreements and alliances may be negotiated between signatory dragonlords to further enhance cooperation and mutual benefit.   Article IV: Dispute Resolution   Signatory dragonlords shall resolve disputes and conflicts through diplomatic means, utilizing mediation, negotiation, and arbitration to reach amicable solutions.   In cases where diplomatic efforts fail to resolve a dispute, the matter may be resolved by force, in a controlled honour duel, with the supervision and agreement of five other dragonlords.   Article V: Cultural Exchange and Cooperation   Dragons shall foster cultural exchange and collaboration between their respective populations, promoting understanding, tolerance, and unity among dragonkind. Educational and scientific institutions may be established to facilitate the sharing of knowledge and expertise across signatory territories.   Article VI: Enforcement and Compliance   Each signatory dragonlord shall uphold the provisions of the Draconic Accord and ensure compliance among their subjects and vassals.   Violations of the treaty may result in sanctions, penalties, or expulsion from the accord, as determined by consensus among the remaining signatories.   Article VII: Amendment and Termination   Amendments to the Draconic Accord may be proposed by any signatory dragonlord and must be ratified by a majority vote of the participating parties.   The treaty may be terminated by mutual agreement of the signatory dragonlords or in the event of gross violations of its provisions, as determined by unanimous consent.   Conclusion: In witness whereof, the undersigned dragonlords affix their seals and signatures to this treaty, reaffirming their commitment to peace, cooperation, and prosperity in the world.   [Signatures of the Dragonlords]
