Failures & Embarrassments
The rehabilitation ran into problems when a man named Markus, a member of the Storm Tamer's court and trusted advisor, came up with an idea, where failed convicts could still be useful to the settlement, by permanently turning them into forest animals, increasing prosperity in the local fauna which would be to the benefit of all its inhabitants.
As his advisor, Markus quickly convinced Reginald of this plan saying they would give them the option of either spending the rest of their lives either back on The Clay Cuffs, or roam The Typhoon Islands as part of the wildlife.
Unknown to Reginald however, Markus had not only stripped the convicts of the choice, he had often also deliberately failed the convicts and taken their lives anyway, either for personal gain or with claims of necessity for the local wildlife.
Markus was banned for his actions and started a rebellion encampment named The Stormcloud Rebellion.
