Torthuíl (tort-HOO-ill, tort-hoo-YOU'LL)

The Trading Giant

Sitting nearby the Rinnavren River, colloquially known as the Long Swim, Torthuíl is a bustling town with a wall and a well organized town militia. The city has been around for quite some time, and although it’s officially changed hands many times over the years the city itself remained much the same. It watches over trade on the nearby river and exchanges goods between mostly north, south, and west. The population is extremely mixed, with nearly every major race making an appearance. Racial tension is not socially or legally tolerated as it’s bad for business, so everyone gets along fairly well. It’s technically under the domain of the Laidir Empire, but most operations and decisions are carried out by the local city governor.  
The highest leader of Torthuíl is called the Governor, and he has final authoritative say on all matters. This is known as the Governor’s Seat, and is passed down from father to son. Directly beneath him is the Council of 12, which is a group of twelve people from various parts of the city government and social points. It is essentially a board made up of the most powerful people in the city. They tend to make most of the decisions, with the Governor signing off and occasionally putting out ideas of his own. In recent years as the Governor has been ailing, they have taken more power into their hands. Elements of the Governmental Structure  

The Council

The Governor (hereditary seat of power; international policy, overall decision making) resides over the Council of 12, which is made up of representatives from the following branches of government, one per each except for the three Lords of the Houses:   Hall of Justice (court system; truth-based)   The Offices (taxation, documents, administrative needs)   Ducath Guard (military, city guard, special forces)   Torthuíl Trading Guild (trading guild collective)   City Engineers Guild (maintenance, construction, architecture, and city design)   Spymasters (spies and information network)   Board of Cultural Affairs (arts and cultural heritage)   Custodian of International Policy (ambassadors)   Three Lords of the Houses (old blood of the city, original ruling families)   One Lord of the People (elected representative)
