For the most part Torthuíl’s stance on international politics are determined by the Governor as one of his primary duties, but the branch that carries them out is the CIP. Headed by the stiff Lord Neuthen Hsrington, an older human man and rather posh old blood, it has been directly at odds with the Governor for some years due to his personal views. He hates the governor and his son for their separatist views on governing, and would rather see them fully integrate with Laidír or conversely become their own world power. He views a more integrated treaty with Laidír as the only way to truly take their rightful place in the world. He heavily supports funding the Guard and adding further standing troops so they may fully take over surrounding areas and make their military presence known, as opposed to the strictly defensive stance they have taken throughout most of Torthuíl’s history. Much of his approach to international relations has thusly been one of searching out strong military connections and courting powerful allies to assist in battle.   The CIP branch is headed by Neuthen, with several ambassadors beneath him and a retinue of lower-level ambassadorial support staff and fledgling spy network. Bael technically works for him, although he never reports to the man, preferring to take his orders from Kathclese directly. As a result, Neuthen hates Bael and Olenor for going over his head and their peaceful, progressive policies, and by extension the entire Drake family.
