Governor

The highest leader of Torthuíl is called the Governor, and he has final authoritative say on all matters. This is known as the Governor’s Seat, and is passed down from father to son. Directly beneath him is the Council of 12, which is a group of twelve people from various parts of the city government and social points. It is essentially a board made up of the most powerful people in the city. They tend to make most of the decisions, with the Governor signing off and occasionally putting out ideas of his own. In recent years as the Governor has been ailing, they have taken more power into their hands.
