Torthuíl has a vibrant dancing and street performance culture, which in recent years has been nurtured by a prosperous city and supportive leadership. The Board distributes free or cheap meals to street performers, provides a low cost boarding house for traveling performers to stay in, and organizes competitions and festivals to preserve and celebrate the diverse and historic cultures of the city. They also keep tabs on ‘who’s who’ of the city artists, so if someone decides that they would like to hire someone for a project or add them to their retinue, they will often approach the Board first for recommendations - or better yet, to describe what they want to the Board and let them do the legwork to find the right person. In recent years the city has also recognized the need to support other artists and cleaning up areas, so the Board has expanded to patronize painters and the like. There are several colorful murals across the interior city walls, mostly depicting scenes of dance and celebration.
The head of the Board is Willyen Etherie, an orcblood woman. She’s loud, motherly, caring, and compassionate, who pushes for acceptance and support of everyone in and out of the city. Her passionate arguments are what led the city to fund the Board so much and expand their programs in recent years. There is stiff opposition from the ‘old guard’, however, and she is no friend of Neuthen Hsrington, custodian of Torthuíl’s international policy.
