The little known Spymaster division has a disproportionate sway over the city because of its history as a major importance in its ability to collect information that allowed it to defend itself and solve problems. It’s headed by Lord Retre Lacieandre, a spry human man who's just past his thirty second year and youngest to sit on the Council. He’s sharp, observative, and quiet - but he's also quite charming when he wants to be, which makes him a surprisingly effective spy. To the public eye, he is just Lord Lacieandre of the Council, with no real knowledge as to why he is in it. Budget cuts have pushed the relevance of the group down, but they still have some two dozen operatives scattered across the major urban areas of Aketi.
However, the web of information gathering is crucial for letting Torthuíl remain a fairly neutral power amongst the changing political landscape of the Aketi continent.
