Costtorali League
The Costtorali League was a republican alliance of city-states which emerged following the collapse of West Oleandron. The nation would last for several centuries before internal conflicts and a rise in authoritarianism within the individual cities led to an erosion of their republican values and the division of the state into the modern nations of Pannilun, Pallanium, Rovadium, and Salumnia. In a twist of fate, all of these city-states have once again turned to republican governments following the Dennonian Wars, so some believe that a restoration of the League may soon occur.
History
The Costtorali League was founded in 811 SC, after several decades of choas following the collapse of West Oleandron. Multiple cities along the coast, or, in Salumnia's case, on an island, were competing for the limited trade coming west, and this competition was causing great harm to their economic situations, especially with Erleting hordes still ravaging the countryside, as they has yet to settle into tribes. Eventually, during the 800s, the four chief cities of the confederation, and several smaller towns that held out, agreed to form a League- a loosely governed state defined by common defense and commerce policies.
During the 9th and 10th centuries, the Costtorali League dominated the early trappings of the southern trade routes, dominating the southern portion of Alcedina and expanding into the interior. However, interior expansion was never a great priority of the League, and most of their conquests in the interior amounted to the temporary subjugation of tribes. Still, most of the remaining coastal cities in the south would accede to the League at some point, and even peripheral cities like Republic of Ultarra paid dues in exchange for mercantile access and military support.
The heyday of the League would be short-lived, though. The rise of the Kingdom of Sunþiruda organized the norther cities into their own trading bloc, creating a valid rival force to the League. Though Leaguer merchants had deeper pockets and more experience, their control would slowly start to slip. Sure, their forces ensured that Sunþiruda could never attempt a break through in the south, especially after the nation was neutered in the 940s, but increasing competition meant mercantile margins shrank, taxes fell, and the forces to ensure the compliance of Erleting tribes lessened every year. In turn, their tribute payments dried up, and each city began looking for alternative sources of wealth. This led to the ruination of multiple merchant families, a concentration of wealth, and the rise of the remaining few wealthy families as Gens Tyrani.
The first major city to abandon the League was Rovadium, whose natural defenses meant they rarely used their soldiers to defend their own lands. Though a Gens tyrani had only established themselves in the 1090s, the city would secede in 1108, with the full support of the population. The situation was less clear in the remaining towns, who saw more tangible benefits from the League. In the north, Salumnia had begun trading more heavily with the Blazennian tribes, but still needed Leaguer troops to protect their mainland holdings, since their location on an island meant that the mainland has less direct support. Meanwhile, in the south, the cities of Pannilun and Pallanium would begin monopolizing the remaining troops for their benefit, exploiting the League even as it crumbled. This led to the withdrawl of Salumnia in 1157, and the city eventually became a dictatorship itself during the 13th century.
Meanwhile, in the south, Pannilun and Pallanium continued to run the League into the ground, with Gens Tyrani developing in both cities by the early 1100s, before the departure of Salumnia. These two gens would work together for several more decades to run the League as they wished, but relations began to break down in the late 12th century, leading to their partitioning and dissolution of the League in 1196. Though the two cities would later reconcile and continue a loose friendship under different Gens Tyrani, this date marked the final dissolution of the League.
