Cappebraccia
The City-State of Cappebraccia stands at the head of the lake, a bustling city that has great mastery over trade on the Appius and throughout Hespial. Nicknamed the "City of a Thousand Banners", the tallest buildings in the city wave with the colours of the city's many guilds. It is a rich though not entirely uncorrupt city, where the rich masters of the Bannered Guilds run the city under the arbitration of the Archbishop of Cappebraccia, while the poor and particularly the low elves live in much-worse conditions. It has an ancient elvish ghetto.
Demographics
Wealth is very unevenly distributed, with the members and masters of the great Bannered Guilds using their political and economic power to reinforce their hold on the wealth of the city. The lower guilds of the city are not necessarily impoverished. There is, however, a large underclass of low elves who are banned by law from joining any of the guilds and forced to make their homes in the low elvish ghetto of the city.
Government
Cappebraccia is controlled by multiple competing guilds, not all of them bona fide. Unusually, it has multiple competing merchant guilds which adjudicate their business in a common council. The Hall of Banners is the city's governing body. The Archbishop of Cappebraccia plays a vital role in mediating between the competing interests of the city's guilds.
Defences
The city is defended by sturdy walls and a moat. The Scarlet Bastion, seat of the Scarlet Oriflamme, looms over the city.
Infrastructure
Cappebraccia's harbour is the major port in Southern Hespial, dominating trade with the League of Lake Lamorael to the North and the sea trade down south.
