Sylphereni Empire
The Sylphereni Empire was established many generations in the past by a powerful duke who ruled over the area near and around what is now Dagrun. This duke claimed to be descended from a primordial deity of plant life, a myth that the present generation of kings cling to despite there being no direct evidence of this deity´s existence. The Empire now controls most land in Aethoria with the greatest exception being Thucydia, which remains generally independent due to its great economic power that allows it to survive on its own.
Structure
Sovereign (King/Queen): Supreme head of government, has powers to appoint or remove members of the Astharios Council, although this is limited to one per month. The sovereign is the one who ultimately decides on passing or repealing laws, that are then added or removed from the Judiciary Codex, which holds in writing all laws that are in effect. The sovereign then, also has the authority to suspend a law from being in effect with aproval of the council.
Counselor: Serving under the king, counselor positions are a mixture of elected and inherited positions, some noble families can posit themselves as members of the council, to be appointed by the sovereign, while other members are placed as counselors from a position of lesser power like a guild master or landlord, such members must be electerd by the public in a special election that takes place every 20 years, or immediately after a counselor is dismissed by the sovereign. Elected counselors are distributed by geographical region and business, and so there are 17 elected members of the royal council, if one of them is dismissed by the sovereign an election takes place. In the case of a guildmaster counselor, all journeymen and masters, but not apprentices of the particular guild may choose a guildmaster as their representative counselor, and then one of the three most populart ones is appointed to the council. In the case of a regional counselor, any person older than 15 years old who owns land or business in the particular region may go to the nearest town or city to choose a minister or mayor of the region, once again, one of the three with most votes is appointed to the council by the sovereign.
Special council members beyond the usual 31 may be appointed and dismissed by the sovereign if they see fit that such an individual may be able to assist the empire in the benefit of society, these counselors have a more limited say as they are typically assigned and called on for very specific purposes, one such member, Argenia Stirling, is particularly counted on to manage the city of Dagrun specifically and has no government say about the rest, for example.
Duke: Appointed or inherited position of power, with jurisdiction over a large city, can write laws pertaining to the city and surrounding regions but may not overwrite the Judiciary Codex.
Minister: a minister of the empire holds a similar amount of power to a duke, but is instead an elected position, serving on 5 year terms. Any citizen of import may place themselves as a candidate, and all adults are encouraged to participate in the process and as part of the vote they may nominate someone else. In the cases where a Duke abdicates with no heir, is removed, or a conflict of succession is somehow created, a minister is appointed for one year and a normal election cycle continues until the conflict is resolved or the sovereign appoints a new Duke.
Mayor: Usually an appointed position by the reigning Duke of the region in smaller towns and villages, they are in cherge of the wellbeing of the locale and represent its population to the higher courts.
Lord: Similar to a mayor in terms of power, lords inherit the positions, and are sometimes family members of dukes and ministers sent to establish settlements of strategic importance.
Reive: Leader of the smaller communities found on the empire, as a community grows a minister may recognize them as a Lord or Mayor depending on how it is they got into the role of leadership.

History
The Sylphereni empire started with little more than a small town called Dagger Run in the early days of the Seventh Age when the first baby with the Emerald Eyes was born to the then-duke of the area. This child who would later take the name Aurelius Sylpheren proved to be exceedingly smart from an early age, and took over and expanded his father's territory beyond the Cerulean divide. It quickly became apparent that the Sylpheren were no ordinary dynasty, the Emerald Eyes were not always passed on to the firstborn of the monarch.
Demography and Population
The population throughout the Empire is primarily human due to their relatively short lives and propensity to reproduce often, that being the case, there is a phenomenon that occasionally causes half-elvish children to be born from human parents, particularly in more rural and remote locales. The prescence of Fey Gateways in the continent also contributes to the small but significant population of elves of all types. Dwarvish folk also find a place in the larger societies of the empire, more akin to their own homelands in Suthem, though some of the more adventurous ones do leave the cities for a life in the smaller villages, particularly those in mountainous regions.
There is of course an exceptional variety of people in larger cities and ports, Dagrun, the capital, is well known for its diversity.
Territories
The empire holds control over Meshiria and Thraliscyra as the larger communities were absorbed or conquered as the years passed. Thucydia remains largely independent but is considered to be a separate entity from the empire, having a different collective identity of its own, and is generally perceived to be better off on its own.
In the past and even now, the empire has sent people to settle on the Glacewilds, with slow and small victories here and there.
Religion
The empire promotes their divine right as descendants from the god Veraleon, and his worship is encouraged, as the patron of civilization in general, and the empire in particular. The othere gods of the pantheon are also recognized for their roles in travel, agriculture, nature, life and death and are worshipped accordingly.
Foreign Relations
The Thucydian Federation is the primary economic rival of the empire, with naval might to match.

Coinage: metal coins are and have been the preferred method of purchasing goods and services for many generations, and the coins used in the empire reflect that.
Copper Penny: the lowest denomination of currency and most commonly used for simple transactions, it bears an empire crest on one side and a geometric pattern on the other.
Silver Mark: the single most used denomination amongst the common populace, it bears a dragon silhouette on one side and a crest of the city where it was minted on the other.
Gold Crown: the staple of world currency, the Sylphereni Golden Crown is one of the most well recognized forms of currency that exists, it bears a royal crest on one side and a symbol of the Royal Crown of the Verdant King on the other.
Platinum Sovereign: a very particular denomination of currency due to its change in value, the name and portrait of the morarch in power at the time are engraved on both sides of this coin making older ones more or less valued depending on the favor that a particular sovereign gains or loses over the years, though it is generally accepted as 10 Crowns-worth.
Marquise Gems: For a more compact type of currency, there exist gem cuts of specific stones manufactured by a conjunction of the Dagrun Mint and Jewelers´ guild, some of the higher value gems also have an inscribed seal recognizing them as official, though few people would be inclined to falsify a gemstone of high enough quality to pass as a real one.

Legislative Body
The Summerlands Council is the one that primarily receives the grievances and compliments from the people throughout the empire, and as such they are in charge of writing and adjusting laws as they find befits the nation better, when a law is proposed to be added to the Judiciary Codex it s given to the Sovereign who may approve or veto it, or may suggest changes as well, in a process that can last from a few days to many months, it is tradition that after five attempts the amendment is no longer viable but it is a rare ocurrence that it should go so far.
Judicial Body
At the lower levels of social organization a Reive is the primary enforcer of the law, in hamlets and small villages they may recruit volunteers to assist in that task. In larger established towns there may be a more formal court and trial system enforced by a Judge and a small body of reives, acting as a sort of police in this context.
