Kandairad
Kandairad, the city amidst the sands, is the largest settled area in the Dry Sea. Built on top of and into a large rock formation rising out of the depths of the Kandairad Abyss, and surrounded by three floating large black spheres, known locally as the Moons, tethered to the city by massive black chains it is a fantastical sight to behold. The city itself seems to be overflowing with arcane power. Meanwhile its current ruler, Queen Jaroka qala-Kandra seems intent on exterminating this asaeic influence in her people, and if she is unable, at least leash it to her command. Since her husband's retirement, the White Guard responsible for policing magic have gained more and more influence.
Demographics
Ethnically Diverse
Being at the Nexus of the Sands, Kandairad is the cultural and ethnic center of the dry sea. While the shifting sands are mostly uninhabited, there are ethnic groups that call the shores and some distinct islands and archipelagos their home. Kandairad is a melting pot of these cultures, with the majority of its population being ethnically diverse. Most peoples native to Kandairad and the Dry Sea as a whole have skin ranging from dark olive tones to a darker chestnut complexion. Their hair tends to also be darker and wavier, with the most common hair colour being a dark brown. However the city is also home to many refugees and rogues from the empire who managed to get this far, as such the imperial tongue is spoken by a fair number of inhabitants.Wealth Distribution
Wealth in Kandairad, while available to anyone legally unlike in the Empire, is not very equitably among its citizens. The largest part of the city by area is the outer ring, which houses the lower wards. However flowery one may name them, they are very close to being nothing more than slums. The ruling class lives and works primarily in the high ward, near the temples and palace, with the rest of the population inhabiting the middle wards.Government
Structure
Kandairad is an absolute, hereditary monarchy. The King, currently Sangrin qal-Kandra, holds absolute authority over the goings on in the city. He keeps a council of the most powerful noble families in Kandairad alongside leaders of the city's guilds. From the noble members of his council, the king chooses ministers to delegate his more mundane tasks to. Kandaran ideals value law and order, which leads to the king keeping the duties as head of the policing force himself.Law
Kandaran law is extensive and intricate. There are laws governing trade down to the minimum and maximum price any given good may have, laws dedicated to theft of specific possessions, and even laws which differentiate killing a man while inside, while he is sleeping, in an alleyway, in the street, and practically any situation one might think of. Currently, however, the law surrounding magic and mages is given the most attention. Kandairad, while suspicious of casters for centuries, has recently outlawed the casting of spells entirely. Only spells cast by slaves known as Leashed Ones, "Mejad'vadi", is tolerated. The majority of Mejad'vadi are in possession and use of the White Guard.
