Penelope Northberry was a mage born in Jebbin City who had trained at the Free Union of Magical Scholars, specialising in medicine. She was married to Lord Giles Northberry, who worked for the Stow Council of Greystow, helping the Free Union of Magical Scholars to procure Arcane Amplification Perfume and she moved with him to Highloft as part of the diplomatic team that maintained relations between Greystow and the High Gardeners. There she met Zhao Yun Chi and was inducted into the Sisters of Vabatan.
She was sent by Zhao Yun Chi to Katrapetch to aid Clarise Vabatan and together they devised a plan to secure the line of succession. They drained Galetta Solar in a shared Fountain of Life spell in 3096 APC.
Much later, in the 33rd century, Penelope would meet with Clarise Vabatan again at Quarowl as the Sisters of Vabatan sought the secrets of the Unbound and conceived of a project to allow them to manufacture Synaptic Unbinding Potion. There she would operate under the alias "Imogen Oak", to hide her true identity. This part of her story is told in Volume 8 of the Diary of Clarise Vabatan.
