THE DWARVEN THRALLS
The Dwarven Empire stretches from the hills along the north of Riddari, up into the Great Mountains, then down the north side into the frozen plains of the Akultok. It consists of four Dwarven Kingdoms. Sudrholl in the south hills, Fjallholl in the mountains, Hvitrholl in the white snowy fotthills, and finally, the northernmost kingdom of Nororholl. The term empire (as with the term kingdoms) is a very loose one. There is little empirical meddling in the individual kingdoms. The empire has great power, but rarely uses it.
Structure
The empire is ruled by the Empirical Council. This is a group of nine dwarves. Four are chosen from each kingdom by the respective king, four are elected by the individual kingdoms (each kingdom uses it's own system for elections). The ninth person is chosen by a statue of the dwarven deity Dumathoin that speaks a seemingly random dwarfs name and clan. This happens periodically with no rhyme or reason. The dwarf that Dumathoin picks may be a king or a beggar. A special detachment of the empirical guard is tasked with going out and finding the chosen one and brining them back to the empirical court. The former chosen one gets to retire with great honor and a sizeable pension.
